Finland
Finland has played an integral role in the OSCE’s creation, hosting the 1973 Conference on Security and Co-operation in Europe (CSCE) that produced the guiding document of the OSCE, the Helsinki Final Act, in 1975. Finland chaired the Organization in 2008 and in 2025 to mark the 50th anniversary of the Helsinki Final Act. Finland is represented by a Permanent Mission to the OSCE in Vienna.

Helsinki Summit 1992
The Heads of State or Government meet again in Helsinki, for the third Summit of the CSCE.
Helsinki Summit 1975
The Helsinki Summit meeting of 1975 marked the beginning of Stage III of the CSCE negotiations.
OSCE Chair
Every year, the political leadership of the OSCE rotates among the Organization's participating States. The country taking over the OSCE Chair co-ordinates activities and provides political direction throughout that year.
