Department of Human Resources

The Department supports the OSCE's executive structures and ensures that the staff of the Organization have a conducive work environment and that it benefits from a capable and committed workforce that delivers on the priorities of the participating States.

The Department’s work

People are the backbone of the OSCE. The Department of Human Resources ensures that the Organization has the human resources capacity necessary to successfully implement its mandates. Its key role is to effectively meet the administrative, recruitment and development needs of OSCE staff and to promote integrity and diversity in the Organization.

The Department sets the OSCE’s recruitment and staff policies and provides services in the areas of talent acquisition, administration of benefits and entitlements, payroll, performance management, talent development and policy, employee relations and occupational safety and health.
