Ambassador Sergey Kapinos, Head of the OSCE Office in Yerevan, and Police Lieutenant-General Alik Sargsyan, Head of the Armenian Police, on 21 April 2011 signed an additional protocol to a Memorandum on Co-operation that had been agreed on November 2008.   

The new document reiterates the importance of the development of democratic policing in Armenia and calls for the establishment of a Police Reform Unit with a co-ordinating function. It also reflects on criteria to evaluate police performance and suggests public opinion polls as an effective tool.  

The protocol also includes the provision of OSCE experts in the field of police education, community policing and public order management.
