Corruption Risks Related to the Procedure for Investing and Financing the Construction of Housing Projects Using Non-state Funds Raised from Individuals and Legal Entities: Modeling of Risks and Proposals for Their Minimization/Elimination

This study provides comprehensive analysis of corruption risks in the field of housing construction financing in Ukraine, in particular those that arise in the context of transitional regulatory models and existing state control practices. It covers  not only on the analysis of documented violations, but focuses on identified vulnerabilities in the legal and institutional environment, potential opportunities for corruption, as well as outcomes of modeling of possible situations where such corruption incidents may happen. Such approach allows to identify risks at an early stage and form an analytical basis for developing targeted recommendations to increase transparency and efficiency of regulation in this area. 

The study can serve as a reference for the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the State Inspectorate of Architecture and Urban Planning of Ukraine, other governmental authorities for developing and implementing measures to minimize corruption risks in the field of financing of housing construction in Ukraine. It will serve as a basis for the risk-oriented work of the National Anti-Corruption Bureau of Ukraine, Specialized Anti-Corruption Prosecutor's Office and the Prosecutor General's Office, other law enforcement agencies, and will also help to raise awareness of civil society and the media on the selected issues and proposed ways to address them, providing a basis for public monitoring of indicators and assessing the effectiveness of the implemented changes. 

The study was performed by experts under the OSCE SPU project “Supporting the development of effective tools for the prevention of corruption and enhancing anti-corruption compliance in Ukraine” in co-operation with the specialists from the National Agency on Corruption Prevention (NACP).
