Helsinki+50 Fund

The Helsinki+50 Funding Framework is an initiative launched by the 2025 Finnish OSCE Chairpersonship to help improve the coordinated mobilisation of of extrabudgetary funds and provide the Organisation with predictable and long-term support.

Overview

The Helsinki+50 Funding Framework (H+50 Fund) promotes the principles of the Helsinki Final Act with structured extrabudgetary contributions for OSCE executive structures (Secretariat, institutions and field operations). The Fund was launched at the Helsinki+50 Conference on 31 July 2025

The H+50 Fund aims to strengthen the link between OSCE principles, donor priorities and extrabudgetary activities to help the OSCE deliver effectively on its mandate. This is achieved by moving away from funding linked to individual projects and instead provide OSCE structures with the flexibility to decide where extrabudgetary funds are most needed.

Donors allocate funding to OSCE executive structures and may also select thematic funding preferences. The recipients then allocate funding to projects based on the general principles of the H+50 Fund, structural priorities and the thematic priorities defined by each donor.

Donors to the H+50 Fund can choose to contribute part, or all, of its extrabudgetary funding through the Fund. Each donor signs its own funding agreement or pledge letter. A minimum amount of EUR 20,000 must be pledged to join the H+50 Fund.
