The second CSCE Review Conference began in Madrid, and lasted nearly three years. It resulted in the adoption of the Madrid Mandate, which aimed to increase security through greater openness regarding armed forces and military activities across Europe.
The participating States debated whether the CSCE should enlarge its commitments, especially in confidence-building and arms control, given that already-agreed commitments were not being implemented by all States.
Nevertheless, major achievements were achieved in the area of military security. The Madrid Mandate called for a Conference on Confidence- and Security-Building Measures to be held in stages.
Representatives also discussed the balance between human rights and non-intervention in internal affairs. Working meetings were set up to deal with human rights, the peaceful settlement of disputes, cultural contacts and Mediterranean security issues.
