Opening address by the Chairperson-in-Office and Minister for Foreign Affairs of Finland, H.E. Ms. Elina Valtonen. The Chairperson informed the Permanent Council that the Chairperson-in-Office for 2024 had, in a letter issued on 30 December 2024 (Annex), announced the adoption, through a silence procedure, of Ministerial Council Decision No. 7/24 on the OSCE Chairmanship in the year 2026 (Russian Federation, interpretative statement).
