Background

The Group's history and tasks

The Joint Consultative Group, based in Vienna, was created to deal with questions relating to compliance with the provisions of the Treaty on Conventional Armed Forces in Europe, which—together with the Vienna Document on confidence- and security-building measures and the Treaty on Open Skies—are considered part of the European security and arms control architecture negotiated in the early 1990s.

The Treaty dates back to 19 November 1990, when it was signed in Paris, thereby also establishing the Joint Consultative Group.

The Group was tasked to:

  • resolve ambiguities and differences in the interpretation of the Treaty;
  • consider measures that can enhance the Treaty's viability and effectiveness;
  • resolve technical questions; and
  • look into disputes that may arise from the Treaty's implementation.
