Experts and officials review draft legislation on registration of individuals

KYIV, 24 October 2000 - From 23 to 24 October 2000 the OSCE/ODIHR, the Council of Europe and the Ministry of Justice of Ukraine held a joint seminar in Kyiv on "Protection of personal data in the state registers in Ukraine".
Participants in this seminar were four experts of the OSCE/ODIHR and three experts of the Council of Europe on the one hand and on the other hand representatives of all relevant Ukrainian state bodies involved in elaborating and implementing laws regarding the registration of individuals and data protection. Among the Ukrainian participants were officials from the Presidential Administration, the Ministries of Justice, Interiors and Foreign Affairs and other relevant bodies as well as representatives of the Parliament and the Judiciary.
The main topics discussed were the European standards on the protection of personal data and the problems related to the planned abandoning of the internal passport system and the creation of a new registry of physical persons in Ukraine.
The OSCE Project Co-ordinator organized this seminar in the framework of the ODIHR project on the review of the Ukrainian Human Rights legislation, which is financed by a voluntary contribution of the United Kingdom. Introductory and welcome speeches were given among others by the Deputy Minister of Justice of Ukraine, Mrs. Lydia Gorbunova and the British Ambassador to Ukraine, H.E. Roland H.Smith.
