OSCE-supported e-service for land plots registration is launched in Ukraine

An online service for state registration of land ownership developed with the support of the OSCE Project Co-ordinator in Ukraine was launched in a pilot version on Monday, 10 October 2016. The digital tool, e.land.gov.ua, was developed at the request of and in partnership with the Ministry of Agriculture, the State Geological Registry Service and the State Agency on E-Governance. The new service is currently being offered in Kyiv city and the Chernihiv region. It will be accessible for all Ukrainians as of 1 January 2017.

“This is yet another important step forward in introducing e-governance in Ukraine. Accessible and transparent, corruption-free administrative services in a digital format are what citizens and businesses expect from us,” said Oleksandr Ryzhenko, Head of the State Agency on E-Governance.

This service is in high demand among people in Ukraine, as they annually on average file over half a million applications for land ownership registration. The digital service will make it possible to speed up and streamline the processing of applications.

“Digital tools provide a number of opportunities to improve public administration and satisfy the needs and expectations of citizens, which is a key to enhancing the stability of the country,”  said Vaidotas Verba, the OSCE Project Co-ordinator in Ukraine. “We are ready to support efforts that simplify the interaction of people with government agencies and also minimize the risk of corruption.”

This new e-service in the land management sphere, introduced as part of the OSCE’s project activities, will allow Ukrainians to obtain digital certificates on land plots, including technical specifications and estimates of the land plot cost, as well as access to information on land ownership online.
