Daily and spot reports from the Special Monitoring Mission to Ukraine

On 10 March, the SMM was positioned with six monitors and two cars on road T0519 at the western edge of “DPR”-controlled Pikuzy (formerly Kominternove, 23 km north-east of Mariupol) to monitor adherence to the ceasefire for repairs to gas pipelines, which had been damaged by shelling-related fire on 8 March.

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission recorded ceasefire violations inside the Petrivske disengagement area and near the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in the disengagement areas and elsewhere, including in Siedove near the border with the Russian Federation.* The Mission saw weapons in violation of withdrawal lines in Bakhmut and Nyzhnoteple. It facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia and Artema. The SMM visited a border area not under government control.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous reporting period. The SMM continued monitoring all three disengagement areas; it recorded a projectile in flight, assessed as inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas and elsewhere, including at a checkpoint near Olenivka.* The SMM saw weapons in violation of withdrawal lines near Illinka. The Mission facilitated and monitored repairs and maintenance to the thermal power plant in Shchastia and high-voltage power lines near Donetskyi. In Kyiv, the SMM followed up on reports of an explosion which killed two people and injured three others and on reports of a fire in a building. Also in Kyiv, it monitored the ongoing gathering in front of the national Parliament building.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The SMM continued monitoring all three disengagement areas and recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three disengagement areas and elsewhere, including near Verkhnoshyrokivske. In Verkhnoshyrokivske, men in military-style clothing pointed a heavy machine-gun at an SMM patrol stopped at a checkpoint. The SMM saw weapons in violation of withdrawal lines near Miusynsk and Luhansk city. The Mission facilitated and monitored repairs and maintenance to the thermal power plant in Shchastia, water pipelines near Maiorsk and in Horlivka, and the gas distribution station in Dovhe. In Kyiv, the SMM monitored the ongoing gathering in front of the national Parliament building.

The SMM recorded more ceasefire violations both in Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports of a man in Donetsk city injured by the explosion of an explosive device while handling it. The SMM continued monitoring all three disengagement areas and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including near Khrustalnyi. The SMM saw weapons in violation of withdrawal lines in Kostiantynivka and Tsukuryne. The Mission facilitated and monitored repairs and maintenance to the thermal power plant in Shchastia, a water pumping station near Artema and a water pipeline between Olenivka and Dokuchaievsk. In Kyiv, the SMM monitored the security situation at a court and an ongoing gathering in front of the national Parliament building.

In Luhansk region, the SMM recorded more ceasefire violations between the evenings of 20 and 21 October compared with the previous reporting period and fewer between the evenings of 21 and 22 October compared with the previous 24 hours. The Mission followed up on reports of civilian casualties in Yenakiieve and Donetsk city’s Kyivskyi district. The SMM saw damage to civilian properties in residential areas in Dokuchaievsk and Kruta Hora. The SMM continued monitoring all three disengagement areas; it recorded ceasefire violations and visited impact sites inside the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three areas and elsewhere, including in Siedove, a settlement close to the border with the Russian Federation, and in a compound of a heavy weapons holding area in an area outside of government control. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. It facilitated and monitored repairs and maintenance to essential infrastructure near Vesela Hora. The SMM visited two border areas not under government control...

At 11:15 on 3 March, positioned south-west of  “DPR”-controlled Khreshchatytske (formerly Krasnoarmiiske, 33km north-east of Mariupol) the SMM observed what it assessed to be two self-propelled howitzers (2S1 Gvozdika, 122mm) and one command vehicle moving from south to north and turning east at locations 2-3km east from SMM’s position. The SMM moved further south-east, and at 11:50 reached a location about 500m east of the spot where it had assessed the weapons could be located...

The SMM recorded fewer ceasefire violations in the Donetsk and Luhansk regions compared with the previous reporting period. The SMM continued monitoring all three disengagement areas. The Mission observed that three civilians were let through the government checkpoint north of the Zolote disengagement area but were denied passage to areas not under government control. The SMM’s access remained restricted in all three areas and elsewhere, including again in Samiilove, a settlement close to the border with the Russian Federation, and in Boikivske.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. It facilitated and monitored repairs and maintenance to essential infrastructure in Shchastia and near Artema. The SMM visited three border areas not under government control. The Mission continued to monitor an ongoing gathering in Kyiv where it observed reduced numbers of participants.

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous reporting period. In Luhansk region the Mission recorded an increase in ceasefire violations compared with the previous reporting period, mostly north-west of Kadiivka. The SMM continued monitoring all three disengagement areas and recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three areas. The Mission observed anti-tank mines inside the Zolote disengagement area where it had recently facilitated and monitored demining activities as part of preparatory work to clear the road and possibly open a new entry-exit checkpoint. The SMM facilitated and monitored repairs and maintenance to the Donetsk Filtration Station and power lines in Druzhba. The Mission continued to monitor an ongoing gathering in Kyiv...

The SMM recorded more ceasefire violations in Donetsk region and a similar number in Luhansk region compared with the previous reporting period. The SMM followed up on reports of civilian casualties from the Trudivski area of Donetsk city’s Petrovskyi district, Amvrosiivka and Zalizne. The SMM continued monitoring all three disengagement areas and recorded ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas.* The Mission observed a probable mortar and a probable surface-to-air missile system in violation of withdrawal lines in an area under government control near Hranitne. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission observed an impact site and damage to a fence near a residence in Novooleksandrivka. The SMM continued monitoring the disengagement areas and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including in Oleksandrivske and Samiilove, two settlements near the border with the Russian Federation.* The Mission observed armoured combat vehicles and a surface-to-air missile system near Svobodne, in a zone within which deployment of heavy armaments and military equipment is proscribed according to the Memorandum. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous 24-hours. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations, including two explosions assessed as outgoing rounds, inside the Petrivske disengagement area, outside the reporting period. Its access remained restricted in all three areas and elsewhere, including to a weapons storage site in areas outside government control and in Ivanivka, towards an area close to the border with the Russian Federation. The Mission continued to monitor the withdrawal of weapons and observed weapons in violation of withdrawal lines near Zhelanne. Near Zernove the SMM saw a concentration of tanks and armoured combat vehicles, in a zone within which deployment of heavy armaments and military equipment is proscribed according to the Memorandum. At 13:27 on 24 February 2017, the SMM heard a burst of small-arms fire (three to five shots) at close range while preparing to launch a mini unmanned aerial vehicle (UAV) from the north-western edge of non-government-controlled Yasynuvata (16km north-east of Donetsk), about 130m south-east of the M-04 highway. (The SMM patrol was attempting to launch the UAV to monitor the reported shelling of the Donetsk water filtration station.)

The SMM recorded more ceasefire violations in Donetsk region between the evenings of 13 and 14 October compared with the previous reporting period and fewer between the evenings of 14 and 15 October compared with the previous 24 hours. In Luhansk region, the SMM recorded fewer ceasefire violations between the evenings of 13 and 14 October compared with the previous reporting period and more between the evenings of 14 and 15 October compared with the previous 24 hours. The SMM continued monitoring the disengagement areas and recorded ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including near Pikuzy.* The Mission again observed anti-tank mines near Popasna. In Luhansk region the Mission recorded a significant increase in ceasefire violations compared with the previous reporting period, mostly west-north-west of Kadiivka. The SMM continued monitoring all three disengagement areas; it recorded ceasefire violations near the Stanytsia Luhanska disengagement area. The SMM continued to facilitate and monitor demining activities inside the Zolote disengagement area as part of preparatory work to clear the road and possibly open a new entry-exit checkpoint. The Mission’s access remained restricted in the disengagement areas and elsewhere, including in Svobodne and Ozerianivka.* The SMM observed weapons in violation of withdrawal lines near Dovhe and Kalmiuske. The Mission followed up on reports of a man injured when the tractor he was driving struck something explosive near Metalist and of damage to civilian properties in Dokuchaievsk. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. It followed up on reports of civilian casualties near Betmanove. The Mission facilitated the handover of possible human remains and debris from Malaysia Airlines flight MH17. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska and Zolote and observed ceasefire violations near but outside both, except for one shot which could not be assessed as in- or outside these areas. Its access remained restricted in the disengagement areas and elsewhere, including Shchastia, and its camera near the Prince Ihor monument south of Stanytsia Luhanska was intentionally temporarily disabled. The SMM heard two explosions about 400m from the entry-exit checkpoint in Novotroitske. The Mission saw weapons in violation of withdrawal lines near Pavlopil, Zaichenko, and Verkhnoshyrokivske. It facilitated and monitored repairs and maintenance to essential infrastructure in Shchastia, Zolote, Artema, Novozvanivka, and Mykolaivka. The SMM assessed damage to facilities at an entry-exit checkpoint in Maiorsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote, and Petrivske, and recorded a calm situation in all three. Its access remained restricted there and elsewhere.* In violation of the withdrawal lines, an SMM unmanned aerial vehicle spotted a probable mortar in Mykolaivka. The Mission facilitated and monitored repairs and maintenance of the thermal power plant in Shchastia, water pipelines in Zolote, a pumping station near Artema, and power lines near Novozvanivka. The Mission visited four border areas not under government control. The SMM monitored a peaceful gathering in Sievierodonetsk. It followed up on reports of a fire at a branch of Sberbank in Lviv.

The SMM recorded more ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission followed up further on reports of civilian casualties in Mariupol and Shchastia. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote, and Petrivske, and recorded a calm situation in all three. Its access remained restricted in the three disengagement areas and in Boikovske. In violation of the withdrawal lines, an SMM unmanned aerial vehicle spotted a tank behind a house in Verkhnoshyrokivske. The SMM visited a heavy weapons permanent storage site; it also observed weapons outside designated storage sites. The Mission facilitated and monitored repairs and maintenance of the thermal power plant in Shchastia, water pipelines in Zolote, a pumping station near Artema, water wells near Krasnyi Lyman and the railway station in Verkhnotoretske. The SMM recorded fewer ceasefire violations in Donetsk region between the evenings of 29 and 30 September compared with the previous reporting period. Between the evenings of 30 September and 1 October the Mission recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours. In Luhansk region the SMM recorded similar numbers of ceasefire violations between the evenings of 29 and 30 September and between 30 September and 1 October compared with the previous reporting period. While in government-controlled Kriakivka the SMM heard small-arms fire and two explosions nearby and immediately left the area. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Stanytsia Luhanska and Petrivske disengagement areas. Its access remained restricted in the disengagement areas and elsewhere.* The SMM assessed impact sites in Dokuchaievsk and in the Trudivski area of Donetsk city. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The Mission followed up on reports of a civilian casualty from Zhovanka neighbourhood of Zaitseve, Donetsk region. The SMM observed damage to civilian properties in residential areas in Yasynuvata, Donetsk region. The SMM continued monitoring the three agreed disengagement areas and recorded ceasefire violations inside the Petrivske one. Its access remained restricted in all three disengagement areas and elsewhere, including in Shcherbak in Donetsk region.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous reporting period. The Mission followed up on reports of a civilian casualty from Kramatorsk. The SMM observed damage to civilian properties in residential areas in Marinka and near a bus stop in the Trudivski area of Donetsk city’s Petrovskyi district. The SMM continued monitoring the disengagement areas and recorded ceasefire violations near, but outside, the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three disengagement areas and elsewhere.* It saw weapons in violations of withdrawal lines in areas outside of government control. The Mission facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia, Almazna, Luhanske, and Myronivka. The SMM followed up on reports of an incident at an ammunition depot in Kalynivka, Vinnytsia region.

At 07:55 on 4 February, the SMM heard a loud explosion south of the Luhansk city centre. At 11:30, the SMM went to Chervonopraporna Street where it observed that the incident site had been cordoned off and about 20 “LPR” members, both armed and unarmed, and a fire brigade, were on the spot.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports of a civilian casualty from Vasylivka. It again observed damage to buildings from gunfire in Dokuchaievsk. The SMM continued monitoring the disengagement areas and recorded ceasefire violations inside the disengagement area near Petrivske. Its access remained restricted in all three disengagement areas and elsewhere, including in Horlivka, Trokhizbenka and Novoazovsk near the border with the Russian Federation.* The Mission facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia and near Artema, Almazna, Luhanske and Krasnyi Lyman. The SMM followed up on reports of an incident at an ammunition depot in Kalynivka, Vinnytsia region.

At about 09:00 on 3 February 2017, as an SMM patrol approached a position of the so-called “LPR” near Kalynove (60km west of Luhansk), it saw three armed men in military-style uniform about 30m away.

On 3 February the SMM followed up on reports of casualties following fighting in Donetsk region. Medical staff at a hospital in government-controlled Avdiivka (17km north of Donetsk) informed the SMM about two civilian fatalities and two other persons who had suffered shrapnel injuries.

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission observed damage to buildings from gunfire in Dokuchaievsk. It continued monitoring the disengagement areas and recorded a ceasefire violation near the Petrivske disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in Horlivka.* The SMM saw weapons in violation of withdrawal lines near Khlibodarivka and Muratove, and in Oleksandropil. Aerial imagery revealed the presence of over 180 tanks and howitzers in non-government-controlled areas, as well as new trenches near Vodiane and the road M03 between Svitlodarsk and Debaltseve. The Mission facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia, near Artema, and between Marinka and Oleksandrivka. It visited three border areas outside of government control. The SMM continued to monitor the situation of schools near the contact line.

The SMM recorded more ceasefire violations in Donetsk region and a similar number in Luhansk region compared with the previous 24 hours.
