The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. It followed up on reports of civilian casualties near Betmanove. The Mission facilitated the handover of possible human remains and debris from Malaysia Airlines flight MH17. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska and Zolote and observed ceasefire violations near but outside both, except for one shot which could not be assessed as in- or outside these areas. Its access remained restricted in the disengagement areas and elsewhere, including Shchastia, and its camera near the Prince Ihor monument south of Stanytsia Luhanska was intentionally temporarily disabled. The SMM heard two explosions about 400m from the entry-exit checkpoint in Novotroitske. The Mission saw weapons in violation of withdrawal lines near Pavlopil, Zaichenko, and Verkhnoshyrokivske. It facilitated and monitored repairs and maintenance to essential infrastructure in Shchastia, Zolote, Artema, Novozvanivka, and Mykolaivka. Between the evenings of 7 and 8 October the Mission recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours. The Mission saw damage from gunfire to a residential building in Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations inside the Stanytsia Luhanska disengagement area. The SMM continued monitoring all three disengagement areas; it recorded ceasefire violations close to the Stanytsia Luhanska and Zolote disengagement areas and saw a white signal flare fired from near a checkpoint south of the Stanytsia Luhanska bridge. In Luhansk region the Mission recorded a significant increase in ceasefire violations compared with the previous reporting period, mostly west-north-west of Kadiivka. The SMM continued to facilitate and monitor demining activities inside the Zolote disengagement area as part of preparatory work to clear the road and possibly open a new entry-exit checkpoint. At 13:27 on 24 February 2017, the SMM heard a burst of small-arms fire (three to five shots) at close range while preparing to launch a mini unmanned aerial vehicle (UAV) from the north-western edge of non-government-controlled Yasynuvata (16km north-east of Donetsk), about 130m south-east of the M-04 highway. (The SMM patrol was attempting to launch the UAV to monitor the reported shelling of the Donetsk water filtration station.)

The SMM recorded more ceasefire violations in Donetsk region between the evenings of 13 and 14 October compared with the previous reporting period and fewer between the evenings of 14 and 15 October compared with the previous 24 hours. In Luhansk region, the SMM recorded fewer ceasefire violations between the evenings of 13 and 14 October compared with the previous reporting period and more between the evenings of 14 and 15 October compared with the previous 24 hours. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations, including two explosions assessed as outgoing rounds, inside the Petrivske disengagement area, outside the reporting period. Its access remained restricted in all three areas and elsewhere, including to a weapons storage site in areas outside government control and in Ivanivka, towards an area close to the border with the Russian Federation. At 11:15 on 3 March, positioned south-west of  “DPR”-controlled Khreshchatytske (formerly Krasnoarmiiske, 33km north-east of Mariupol) the SMM observed what it assessed to be two self-propelled howitzers (2S1 Gvozdika, 122mm) and one command vehicle moving from south to north and turning east at locations 2-3km east from SMM’s position. The SMM moved further south-east, and at 11:50 reached a location about 500m east of the spot where it had assessed the weapons could be located...

The Mission observed that three civilians were let through the government checkpoint north of the Zolote disengagement area but were denied passage to areas not under government control. The SMM continued monitoring all three disengagement areas and recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three disengagement areas and elsewhere, including near Verkhnoshyrokivske. In Verkhnoshyrokivske, men in military-style clothing pointed a heavy machine-gun at an SMM patrol stopped at a checkpoint. The SMM saw weapons in violation of withdrawal lines near Miusynsk and Luhansk city. The Mission facilitated and monitored repairs and maintenance to the thermal power plant in Shchastia, water pipelines near Maiorsk and in Horlivka, and the gas distribution station in Dovhe. In Kyiv, the SMM monitored the ongoing gathering in front of the national Parliament building.

On 10 March, the SMM was positioned with six monitors and two cars on road T0519 at the western edge of “DPR”-controlled Pikuzy (formerly Kominternove, 23 km north-east of Mariupol) to monitor adherence to the ceasefire for repairs to gas pipelines, which had been damaged by shelling-related fire on 8 March.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous reporting period. The SMM continued monitoring all three disengagement areas; it recorded a projectile in flight, assessed as inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas and elsewhere, including at a checkpoint near Olenivka.* The SMM saw weapons in violation of withdrawal lines near Illinka. The Mission facilitated and monitored repairs and maintenance to the thermal power plant in Shchastia and high-voltage power lines near Donetskyi. In Kyiv, the SMM followed up on reports of an explosion which killed two people and injured three others and on reports of a fire in a building. Also in Kyiv, it monitored the ongoing gathering in front of the national Parliament building.

In Luhansk region, the SMM recorded fewer ceasefire violations between the evenings of 27 and 28 October compared with the previous reporting period and a similar number of ceasefire violations between the evenings of 28 and 29 October compared with the previous 24 hours. The Mission followed up on reports of a casualty in Donetsk city. The SMM observed fresh damage to civilian properties caused by shelling in Marinka, Avdiivka, Pikuzy, Oleksandrivka and Sakhanka. The Mission continued monitoring all three disengagement areas; it recorded a ceasefire violation inside the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Metalist (twice).* The Mission saw weapons in violation of withdrawal lines near Luhanske and in Bakhmut. It facilitated and monitored repairs and maintenance to power lines between Novozvanivka and Troitske. The SMM visited a border area not under government control. The Mission continued monitoring the administrative boundary line between Kherson region and Crimea. With respect to ongoing local elections, the SMM monitored the security situation around polling stations in Lviv region and government-controlled areas of Donetsk region, where it observed calm situations.

The SMM continued monitoring the disengagement areas and observed calm situations in all three while present. Its access remained restricted in all three areas and elsewhere, including at a permanent storage site and near Kachkarske. The Mission saw weapons in violation of withdrawal lines in Teple, Bakhmut, Lysychansk and Nikishyne. It facilitated and monitored repairs and maintenance to power lines between Novozvanivka and Troitske and of essential infrastructure in Shchastia and Artema. On 17 March five SMM members were positioned – outside two of its vehicles – 15km north of Donetsk on the eastern side of highway H20, where it intersects with a secondary road leading east to Donetsk Water Filtration Station, (located between government-controlled Avdiivka and “DPR”-controlled Yasynuvata) to monitor adherence to the ceasefire for demining at and around the filtration station as well as the restoration of water supply to both sides of the contact line...

In Luhansk region the Mission recorded a similar number of ceasefire violations – including, however, more explosions – compared with the previous reporting period. It followed up on a report of a civilian casualty in Dmytrivka. The SMM observed damage to houses due to shelling in Uzhivka. The Mission continued monitoring the disengagement areas and, while there, observed calm situations at each one; its access remained restricted in all three areas and elsewhere, including in Novolaspa and Siedove near the border with the Russian Federation. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 3 and 4 November compared with the previous 24 hours. Between the evenings of 4 and 5 November, the Mission recorded fewer ceasefire violations – including, however, an outgoing salvo of a multiple launch rocket system south-south-west of Horlivka – in Donetsk region and more in Luhansk region compared with the previous 24 hours. It followed up on a report of a civilian casualty in the Trudivski area of Donetsk city’s Petrovskyi district and observed damage to civilian residences from shelling and gunfire in Staromykhailivka and Pryshyb. The SMM continued monitoring the disengagement areas and recorded ceasefire violations in the Petrivske disengagement area and near the Stanytsia Luhanska disengagement area. The SMM recorded more ceasefire violations both in Donetsk and Luhansk regions compared with the previous 24 hours. The Mission confirmed five civilian casualties from Donetsk city, including one fatality. It observed multiple impact sites near civilian residences in the Kyivskyi district of Donetsk city, assessed as caused by artillery rounds, and to essential infrastructure at the Donetsk Filtration Station and a water reservoir near Yasynuvata, including damage assessed as caused by a rocket from a multiple launch rocket system. The SMM continued monitoring the disengagement areas, its access remained restricted there and elsewhere, including at a heavy weapons holding area and in Vasylivka.* The Mission saw weapons in violation of withdrawal lines near Oleksandropil, Khriashchuvate and Novoamvrosiivske. It facilitated and monitored repairs and maintenance to high-voltage lines near Novozvanivka, and a water pipeline near Zolote and Popasna.

At 12:10 on 24 March, an SMM patrol of four mission members in two armoured vehicles stopped at an abandoned bus stop about 800m west of “LPR”-controlled Znamianka (36km north-west of Luhansk) to monitor the ceasefire. At 12:45 on 26 March, an SMM patrol of four mission members in two armoured vehicles stopped 500m north-east of government-controlled Orikhove-Donetske (44km north-west of Luhansk). At about 13:10, a couple minutes after launching a mid-range unmanned aerial vehicle (UAV), the SMM observed another UAV almost directly above the patrol’s position, approaching from the south-south-west at a height of approximately 100 metres. The UAV was slightly larger than the SMM UAV and darker in colour, with a larger wingspan and vertical wingtips. It sounded like it had an electric motor. The SMM immediately began the landing procedure for its own UAV. The other UAV flew over the SMM patrol’s position, circled three times – steadily gaining altitude – and then departed to the west...

On 2 April, an SMM patrol composed of six members and two armoured vehicles was stationary (since 12:25) 50 metres west of the main Tsentralna street on the northern edge of “DPR”-controlled Sakhanka (24km north-east of Mariupol), in the parking lot of an uninhabited building.
