The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. It followed up on reports of civilian casualties near Betmanove. The Mission facilitated the handover of possible human remains and debris from Malaysia Airlines flight MH17. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska and Zolote and observed ceasefire violations near but outside both, except for one shot which could not be assessed as in- or outside these areas. Its access remained restricted in the disengagement areas and elsewhere, including Shchastia, and its camera near the Prince Ihor monument south of Stanytsia Luhanska was intentionally temporarily disabled. The SMM heard two explosions about 400m from the entry-exit checkpoint in Novotroitske. The Mission saw weapons in violation of withdrawal lines near Pavlopil, Zaichenko, and Verkhnoshyrokivske. It facilitated and monitored repairs and maintenance to essential infrastructure in Shchastia, Zolote, Artema, Novozvanivka, and Mykolaivka. At 13:27 on 24 February 2017, the SMM heard a burst of small-arms fire (three to five shots) at close range while preparing to launch a mini unmanned aerial vehicle (UAV) from the north-western edge of non-government-controlled Yasynuvata (16km north-east of Donetsk), about 130m south-east of the M-04 highway. (The SMM patrol was attempting to launch the UAV to monitor the reported shelling of the Donetsk water filtration station.)

In Verkhnoshyrokivske, men in military-style clothing pointed a heavy machine-gun at an SMM patrol stopped at a checkpoint. On 10 March, the SMM was positioned with six monitors and two cars on road T0519 at the western edge of “DPR”-controlled Pikuzy (formerly Kominternove, 23 km north-east of Mariupol) to monitor adherence to the ceasefire for repairs to gas pipelines, which had been damaged by shelling-related fire on 8 March.

At 12:45 on 26 March, an SMM patrol of four mission members in two armoured vehicles stopped 500m north-east of government-controlled Orikhove-Donetske (44km north-west of Luhansk). At about 13:10, a couple minutes after launching a mid-range unmanned aerial vehicle (UAV), the SMM observed another UAV almost directly above the patrol’s position, approaching from the south-south-west at a height of approximately 100 metres. The UAV was slightly larger than the SMM UAV and darker in colour, with a larger wingspan and vertical wingtips. It sounded like it had an electric motor.
