At approximately 14:35hrs on 13 January the regional traffic police confirmed to the SMM that a Grad rocket struck close to a civilian bus when it stopped at a Ukrainian Armed Forces checkpoint approximately 2km north of Volnovakha (35km south-west of Donetsk)...

The SMM observed ceasefire violations in southern Donetsk and Luhansk regions. The SMM visited the area of Kominternove to monitor the security situation. The SMM continued to facilitate and monitor adherence to the ceasefire to enable repairs of critical infrastructure. The SMM observed farmers’ protests in Kherson and Chernivtsi region...

The SMM observed ceasefire violations in limited locations in Donetsk region. In Luhansk region, the SMM recorded no firing incidents except one controlled denotation. The SMM attempted, unsuccessfully, to reach Kominternove in order to observe the security situation in the village. The SMM continued to facilitate and monitor adherence to the ceasefire to enable infrastructure repairs...

The SMM observed a relative calm with only a small number of ceasefire violations recorded in Donetsk region and in Luhansk region. The SMM was able to reach Kominternove and observed craters that residents said had been caused on 31 December. “LPR” members in an area north of Troitske threatened to shoot the SMM if they did not leave the area. “LPR” members prevented the SMM from travelling towards the Izvaryne and Dolzhanskyi border crossing points. “DPR” members refused the SMM access to the village of Oktiabr on three successive days. The SMM observed that a pylon on the Kakhovka–Titan power line that had been felled on 30 December had been replaced by 3 January. Marches commemorating the birthday of Stepan Bandera were observed by the SMM throughout the country...

In Donetsk region, the SMM observed a small number of ceasefire violations– all but one were recorded around Donetsk airport. In Luhansk region, the SMM did not observe any ceasefire violations for the second consecutive day. In Kominternove and surrounding areas, the SMM observed a calm situation. The SMM experienced six freedom-of-movement restrictions, including denial of access to Kominternove from the east and to border areas not controlled by the Government*. The Ukrainian Armed Forces prevented the SMM from flying an SMM UAV...

At 08:40hrs on 22 January, the “Emergency Services Department” of the “Donetsk People’s Republic” (“DPR”) informed the SMM of an alleged shelling incident – involving multiple fatalities – at 42 Kuprina Street, 4.4km south-south-west of city-centre Donetsk.

In Donetsk region, the SMM observed a small number of ceasefire violations, most of which were recorded around Donetsk airport. In Luhansk region, the SMM registered mortar shelling. The SMM was again denied access to Kominternove, from the east and south-west*. The SMM followed-up on reports of tensions between religious communities in western Ukraine and the creation of a self-defence force in Kherson...

The SMM observed relative calm with a small number of ceasefire violations in Donetsk and Luhansk regions. “DPR” members restricted the SMM’s movements during a patrol to Kominternove. The SMM observed weapons missing from storage sites and weapons in use at training areas...

At approximately 09:15hrs on 24 January, the SMM in government-controlled Mariupol heard at its location incoming massed Multi-Launch Rocket System (MLRS) attacks from a north-east direction, consisting of an extremely heavy barrage lasting 35 seconds. Twenty minutes later the SMM received information from the Joint Centre for Control and Co-ordination (JCCC) in Mariupol and other sources, that shelling had occurred in the area of Olimpiiska Street, in Ordzhonikidzevskyi district, 8.5 km north-east of Mariupol city centre, approximately 400 metres from a Ukrainian Armed Forces checkpoint...

The SMM observed relative calm with a small number of ceasefire violations in Donetsk and Luhansk regions and no ceasefire violations in the area near Donetsk airport. In Horlivka, armed “DPR” members temporarily held SMM monitors, and forced them to the ground at gunpoint. In areas not controlled by the Government, the SMM was denied access on five occasions and was granted conditional access at one occasion...

The SMM observed a generally calm situation throughout Donbas, with the exception of Horlivka and Telmanove, where it observed multiple ceasefire violations. In Luhansk region, the Mission observed live-fire training exercises in many areas not controlled by the Government...

The SMM observed a number of ceasefire violations, mainly around Donetsk airport, in Horlivka and in the wider area of Kominternove. In particular, there was a significant increase in the number of explosions observed in Horlivka. The Mission liaised with both sides of the Joint Centre for Control and Co-ordination to facilitate adherence to the ceasefire and evacuate an injured woman in Zaitseve. For the first time in over a month, the SMM had access to the border area of Sverdlovsk, where it observed a calm situation...

The SMM observed over 20 ceasefire violations involving the use of mortar, all in the wider area of Kominternove, but no ceasefire violations in the area of Donetsk airport. All ceasefire violations in Luhansk region were assessed as live-fire exercises. The Mission saw armed men in Kominternove and spoke to residents. The SMM followed up on casualties from alleged exchange of fire in Zaitseve on 9 January. The SMM followed up on tensions between religious communities in western Ukraine and monitored a peaceful commemoration in Odessa...

On 30 January at 12:23hrs, the “emergency services department” of the “Donetsk People’s Republic” (“DPR”) informed the SMM that two shelling incidents had just taken place in Donetsk city at “DPR”-controlled Kuibyshevskyi district...

The SMM observed a calm situation in most parts of Donbas, including at and around Donetsk airport, but recorded numerous ceasefire violations close to Horlivka. The Mission found a number of previously-observed weapons missing from a Ukrainian Armed Forces heavy weapons holding area. It experienced numerous freedom-of-movement restrictions* in areas not controlled by the Government, in particular in areas in and around Kominternove...

The SMM observed a number of ceasefire violations in the Donbas, including at and around Donetsk airport, and close to Horlivka. The Mission received from the Ukrainian authorities additional baseline information related to the withdrawal of heavy weapons, including withdrawal locations. The SMM did not experience any concrete freedom-of-movement restrictions in the Donbas. The Mission visited Kominternove, and a border area not controlled by the Government...

In Luhansk region, the SMM observed fresh craters assessed to have been caused by mortar fire. At approximately 18:15hrs and 22:45hrs on 27 January, the SMM, based in Luhansk city centre (“Lugansk People’s Republic” –“LPR”-controlled), heard intensive incoming shelling and impact explosions about 5km west of its location. On 28 January, upon receipt of information about shelling from the Russian Federation Armed Forces staff, assigned to the Joint Centre for Control and Co-ordination (JCCC) in Luhansk city, the SMM departed to the south-western suburbs of the city at 10:30hrs.

A number of ceasefire violations were recorded in Donetsk and Luhansk. The Mission facilitated the delivery of urgently needed haemodialysis equipment for patients in Horlivka hospital no.2. The SMM observed damage to houses in Kominternove and was prevented from entering a building and adjacent yard in the village by “DPR” members. An SMM unmanned aerial vehicle (UAV) was damaged by small-arms fire in Luhansk region...

Whilst areas at and around Donetsk airport remained largely calm, the SMM continued to note ceasefire violations elsewhere, in particular in areas north-east of Mariupol, and around Horlivka. An SMM patrol came under small-arms fire in Marinka. The Mission experienced multiple freedom-of-movement restrictions, mainly in areas not controlled by the Government...

On 5 February, the SMM followed up on the shelling which reportedly struck the Kirovskyi district in Donetsk city on 4 February from 11:40 to 11:45hrs. The same shelling salvo reportedly hit the direct surrounding of the Kindergarten No. 381, a neighbouring street near the Kindergarten and Donetsk Hospital No. 27. The SMM inspected the three aforementioned different sites located in the Kirovskyi district on 5 February between 10:00 and 15:00hrs.

Whilst areas at and around Donetsk airport remained largely calm with one ceasefire violation recorded, the SMM continued to note violations elsewhere, in particular around Horlivka and Kominternove. The situation in Luhansk region remained relatively calm, with no ceasefire violations observed. The Mission experienced a freedom-of-movement restriction in Kominternove, where “DPR” members prevented it from observing alleged damage caused by shelling at a civilian house and conducting crater analysis...

The SMM observed relative calm with only a small number of ceasefire violations in Donetsk and Luhansk region. “LPR” members prevented the SMM from travelling to Chervonyi Zhovten, near the border area. The Mission continued to facilitate and monitor adherence to the ceasefire to enable repairs of critical infrastructure in Donetsk region. It observed an 82mm mortar set-up on the outskirts of “DPR”-controlled Donetsk city...

On 10 February at 11:51hrs, the SMM heard a powerful explosion in Kramatorsk (95km north of Donetsk). From their position at Kramatorsk Boulevard #41, the SMM assessed that the sound of the explosion came from approximately 1.5 kilometres south-east, near Kramatorsk airport (where the Ukrainian authorities have deployed an “Anti-terrorist Operation” (ATO) base). The SMM also observed a white smoke trail in the direction of the explosion. At 12:00hrs, the SMM contacted the “ATO” command, which did not have further information. The SMM did not go to the airport for security reasons...

The SMM observed an increase in the number of ceasefire violations in Donetsk region as compared to the previous three days, mainly at and around Donetsk airport and Debaltseve. In Luhansk region, recorded ceasefire violations were training related. The SMM’s freedom of movement was restricted on four occasions in areas not controlled by the Government.* The Mission followed up on media reports about damage to a World War II monument in Kharkiv and an alleged seizure of a church in Rivne. In Kyiv, the Mission observed a public gathering by groups commemorating the beginning of the confrontations on Maidan in 2014 and its victims...

The SMM observed ceasefire violations in Donetsk and Luhansk regions. It faced restrictions to its freedom of movement, most of which were imposed by “DPR” members in areas north-east of Mariupol*. The Mission spoke to a “DPR” member and civilians at a checkpoint on the outskirts of Horlivka. In Lviv, some 200 coal miners held a peaceful protest over unpaid salaries. In Kyiv, it followed up on electricity supply problems affecting two centres for internally displaced persons...

The SMM observed a number of ceasefire violations in Donetsk region, mainly at and around Donetsk airport and in Marinka. In Luhansk region, the Mission observed ceasefire violations including the use of Addendum-regulated weapons and heavy weapons during live-fire exercises on both sides of the contact line. “DPR” and “LPR” members restricted the SMM’s freedom of movement.* The SMM could reach certain non-government-controlled border areas in Luhansk region for the first time.

Due to adverse weather and other operational requirements, the SMM limited its patrolling in Donbas in order to conduct first aid, evacuation and medical evacuation drills. The SMM however, did observe ceasefire violations in Donetsk region. The Mission monitored the situation at crossing points at the administrative boundary line between Kherson region and Crimea. In Lviv, the Mission monitored a meeting between the Regional Council and representatives of different Russian national cultural organizations. The SMM monitored events marking the Day of Unity of Ukraine on 22 January 2016 in Chernivtsi and Lviv.

The SMM observed a small number of ceasefire violations in Donetsk region. In Luhansk region, it observed no ceasefire violations. “LPR” members restricted its freedom of movement on six ocasions. The Mission continued to facilitate and monitor adherence to the ceasefire to enable repairs of critical infrastructure. The SMM also followed up on reports of civilians injured during shelling in Zaitseve, the water shortages in Luhansk city.

The SMM observed a number of ceasefire violations across Donetsk region. In Luhansk region, it also observed instances of ceasefire violations, including live-fire training. It continued to monitor the withdrawal of weapons. The Mission continued also to facilitate repairs to vital civilian infrastructure. The SMM met with a civilian wounded by a booby trap in Zaitseve. The SMM faced restrictions to its freedom of movement once in a government-controlled area and three times in “LPR”-controlled areas...

On 17 February, the SMM went to the headquarters of the JCCC, temporarily relocated to Soledar (77km north of Donetsk, government-controlled). The SMM was present at four video conference sessions with the Russian General formerly representing the Russian Federation at the JCCC, the Russian Major-General, Representative of the Armed Forces of the Russian Federation to the JCCC and the Ukrainian Major-General, Head of the Ukrainian side to the JCCC and members of the “Donetsk People’s Republic” (“DPR”) and the “Lugansk People’s Republic” (“LPR”). Representatives of the Presidential Administration and the General Staff of the Ukrainian Armed Forces were also present...

The Mission’s freedom of movement was restricted, mostly in areas not controlled by the Government.* In Zaitseve, the SMM conducted crater analysis and observed a damaged house. The SMM continued monitoring the ceasefire, which entered into force at 00:00hrs on 15 February. In the Luhansk region, the SMM observed a limited number of ceasefire violations. In Donetsk city the SMM heard intense outgoing shelling throughout the reporting period...

On 22 February 2015 at 13:15hrs, an explosion occurred at a pro-Maidan march commemorating the anniversary of February 2014 events in Kharkiv (during which three people died in demonstrations), outside the Palace of Sports on Marshal Zhukova Street (7km east of the city centre). The SMM, who were monitoring the commemoration, heard the blast and felt shockwaves from their position 100m away. The SMM arrived at the scene of the explosion at 13:20hrs, and saw two dead individuals covered with Ukrainian flags and casualties being attended to. The SMM noted the explosion caused no damage to nearby buildings or windows. At 14:45hrs, a police spokesperson and a representative of the prosecutor’s office gave a press conference at the scene, confirming that an explosive device killed two (one police officer, and one civilian taking part in the march) and injured eleven, six of whom were police officers.

The SMM observed a large number of ceasefire violations in Donetsk region. It continued to visit heavy weapons holding areas and permanent storage sites. The Mission encountered freedom-of-movement restrictions, mostly in areas not controlled by the Government. It continued to facilitate and monitor repair work on critical infrastructure along the contact line. The Mission monitored a protest march in Lviv in which participants called for the release of so-called political prisoners...

The SMM observed continued ceasefire violations in the wider Horlivka area, but a lower number of ceasefire violations in areas at and around Donetsk airport compared to the two previous days. It continued to visit heavy weapons holding areas and permanent storage sites. In violation of the Mission’s mandate and the Package of Measures, unidentified armed men restricted the Mission’s freedom of movement, especially in parts of Luhansk region not controlled by the Government*. The SMM continued to facilitate and monitor repair work on critical infrastructure along the contact line. In Kharkiv, the Mission followed up on media reports about a bomb threat. It monitored a protest in Ivano-Frankivsk and one rally in Kyiv...

The Mission encountered freedom-of-movement restrictions in areas not controlled by the Government.* It continued to facilitate and monitor repair works on critical infrastructure. The Mission monitored peaceful demonstrations in Kyiv and Chernivtsi.

The SMM observed a number of ceasefire violations in Donetsk region, and several in Luhansk region. It continued to monitor the withdrawal of weapons. The SMM learned that a large number of people crossed the contact line near Stanytsia Luhanska...

The SMM observed a significant number of ceasefire violations in Donetsk region and several in Luhansk region. It continued to visit heavy weapons holding areas and permanent storage sites. The Mission encountered freedom-of-movement restrictions, the majority in areas not under government control. Residents and Ukrainian Armed Forces personnel told the SMM that the Maiorsk checkpoint had been closed for pedestrians and traffic...

The SMM observed a significant number of ceasefire violations in Donetsk region and one in Luhansk region. It monitored the withdrawal of weapons. The Mission facilitated and monitored de-mining and repair works on both sides of the contact line. The SMM encountered freedom-of-movement restrictions, the majority in areas not under government control. The Mission followed up on an explosion in Kherson that damaged the exterior of a Crimean Tatar Majlis office.

The SMM observed a significant number of explosions in the early morning hours in Donetsk region compared to the previous day, while the number of violations in Luhansk region remained low. It continued to monitor the withdrawal of weapons. The Mission encountered freedom-of-movement restrictions, the majority in areas not controlled by the Government; in particular, “DPR” members demanded that SMM patrols provide passports, “accreditations” and signed patrol plans in order to proceed – all in violation of the SMM’s mandate.* The SMM continued to facilitate and monitor repair works on critical infrastructure, and noted long queues of civilians at checkpoints along the line of contact. The Mission monitored numerous false bomb threats in several cities around Ukraine.

The Mission followed up on the situation of de-mobilized ATO veterans.

On 9 March 2015, the SMM facilitated the demining of the village of Kominternove (88km south-east of Donetsk) by the Ukrainian Armed Forces. Kominternove is located in between territory controlled by the government and areas controlled by “Donetsk People’s Republic” (“DPR”) and as a result has been subject to constant shelling since the beginning of the conflict. Many unexploded tank and mortar shells, rocket-propelled grenades (RPG), 220mm rockets and burned tanks can be found throughout the village, including the yard of a local school and kindergarten. Previously, the SMM had seen children playing near the unexploded ordnance (UXO), and had informed Ukrainian authorities (see SMM Daily Report 29 December)...

The SMM observed numerous ceasefire violations in Donetsk region. In Luhansk region, it recorded a number of ceasefire violations, some of them assessed as training related. The Mission continued to visit heavy weapons holding areas and permanent storage sites. The SMM encountered freedom-of-movement restrictions in areas not under government control.* If followed up on reports about bomb threats in Rivne region and a blockade of trucks with Russian Federation registration plates transiting Ukraine in Zakarpattia region.

The SMM observed a large number of ceasefire violations in Donetsk region and followed up on reports of shelling in government- and non-government-controlled areas. Residents on both sides of the contact line in Donetsk region told the Mission that they heard shelling almost every night. The Marinka checkpoint was temporarily closed due to fighting on 13 February, the Ukrainian Armed Forces told the SMM. The SMM observed long queues of civilians at checkpoints near the contact line. The SMM continued to monitor the withdrawal of weapons. In Mariupol the SMM observed 200 internally displaced persons calling for demining in Shyrokyne. In Lviv the Mission monitored a gathering of two hundred people marking the formation of the Falcon organization...
