The Federal Republic of Yugoslavia (FRY) became the 55th OSCE participating State, following a decision by the OSCE Permanent Council in a special session.
The participating States had suspended Yugoslavia (Serbia and Montenegro) from the CSCE in 1992, barring it from participating in that year's Helsinki Summit in July, since which time its seat in the Permanent Council remained empty.
