The OSCE Office in Baku held a training course for penitentiary officers and controllers which took place on 2 March 2012 in Baku.

The course focused on the verbal and non-verbal communication, using non-escalation techniques in connection with the use of force at detention facilities.

Hans Inge Jorstad (Norway), an expert from the Rule of Law Unit at the OSCE Office in Baku, delivered the training. The penitentiary personnel learned about how to enhance their communicative skills in order to improve their interaction with detainees, shared experiences and learned about good practices in other OSCE countries.

The OSCE has been supporting training courses for detention staff since 2010 and anticipates continued mid-career training on related topics. Today’s training activity is a part of a larger detention monitoring project. Previous courses focused on interrogation techniques and treatment of suspects and accused individuals.
