Supporting the Development of Effective Tools for the Prevention of Corruption and Enhancing Anti-corruption Compliance in Ukraine

Overview

According to the 2025 Corruption Perception Index (CPI) published by Transparency International in 2026, Ukraine improved its score adding +1 point in 2025. The country now has 36 points, ranking 104th out of 182 countries worldwide. 

Corruption remains a strategic governance challenge for the country, affecting public trust in institutions and their ability to effectively address the most urgent issues people face. The ability to prevent and combat corruption is key to the resilience of state institutions in the context of the ongoing war, and will be an important factor in ensuring a swift post-war recovery. 

While prevention is an essential element of anti-corruption efforts, institutions such as the National Agency on Corruption Prevention (NACP) still lack sufficient capacity to develop practical policies, based on research data; institutionalize inclusive and gender-responsive governance; ensure effective communication and public engagement; and implement comprehensive whistle-blower protection mechanisms. Each of these areas reflects broader systemic challenges, including the need for data-driven governance, institutional resilience, transparency, and alignment with international norms.

This project aims to support the NACP in addressing these gaps, notably through expert assistance in the effective implementation of the Anti-Corruption Strategy and Action Plan, as well as the development of a new cycle of strategic documents for 2026-2030. To this end, the project conducts analyses for the development and formulation of national anti-corruption policy; supports anti-corruption awareness raising efforts; assists in producing regulatory and training tools to develop and implement policy on whistle-blowers protection in criminal processes, and promotes the development and application of gender-sensitive approaches in anti-corruption work.
To equip NACP with tools to minimize corruption risks in high-risk sectors, the project assists in conducting surveys, and corruption risk assessment aimed at identifying and highlighting common vulnerabilities. To contribute to fostering a corruption-free culture in Ukraine, the project also supports the development of educational online courses for public servants, investigators, prosecutors and judges; as well as of audiovisual materials, leaflets and posters.
