Mārtiņš Paparinskis has been a conciliator of the OSCE Court of Conciliation and Arbitration since 2019 and was elected as a member of its Bureau in November 2025.

Biography

Mārtiņš Paparinskis is Professor of Public International Law at University College London (UCL), Faculty of Laws, where he teaches and supervises in a broad range of fields including general public international law, international environmental law, international investment law, and international dispute settlement.

He holds a D.Phil., an M.Phil, and an M.Jur (with distinction, Clifford Chance Prize) from the University of Oxford. Professor Paparinskis is a member of the United Nations International Law Commission (ILC) and Special Rapporteur on compensation for the damage caused by internationally wrongful acts. In 2025, he was elected the Chair of its 76th session. 

He is a member of the Permanent Court of Arbitration and serves on several other international bodies. These include the Implementation Committee of the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes, of which he has been a member since 2018. In investment dispute resolution, he is a member of the ICSID (International Centre for Settlement of Investment Disputes) Panel of Arbitrators, and since 2020, also of its Panel of Conciliators. 

He has been a conciliator of the OSCE Court of Conciliation and Arbitration since 2019 and was elected as a member of its Bureau in November 2025.

Beyond academia and dispute resolution, he contributes to his home country’s legal expertise: he is part of the Council of Independent Experts in International and European Law advising the Latvian Minister of Foreign Affairs. 

Professor Paparinskis has published widely in leading peer reviewed journals.
