Gender equality in economic and environmental activities

The OSCE promotes equal opportunities for both women and men on equal footing in the economic sphere and supports programmes to mainstream gender in environmental decision-making.

Commitment

A growing body of evidence indicates that gender equality contributes to poverty reduction and sustainable growth, and that better education for women and their participation in the labour force leads to improved economic performance. Recognizing these findings, the foreign ministers of the participating States adopted in 2011 a decision that tasked the OSCE to promote equal opportunities for women in the economic sphere. This document guides and directs the Organization’s work in this field.

Research and related impact assessments over the last decades have also shown the importance of the linkage between environmental security and gender roles. Women play decisive roles in managing and preserving biodiversity, water, land and other natural resources at the local level. On the flipside, environmental degradation affects the most vulnerable parts of society more than others, which often means mainly women and children. Based on the tenets of the 2014 Action Plan for the promotion of gender equality, the OSCE also supports women’s empowerment in the environmental sphere.

Implementation

The main OSCE players regarding gender equality in both the economic and environmental areas are the Office of the Co-ordinator of OSCE Economic and Environmental Activities, the team working under the Secretariat’s Programme for Gender Issues, and the OSCE field operations. Together, they work on initiatives to promote women’s skills in many different sectors, ranging from water diplomacy to access to green technologies and social economy, and make sure that a gender perspective is reflected in the OSCE’s anti-corruption work.

Work in the environmental security sphere mainly focuses on supporting the empowerment of women professionals working in the water sector or the distribution of sustainable energy solutions to rural women, thereby enhancing their personal security while supporting economic development in their localities. The OSCE also developed guidance for mainstreaming gender in the implementation of a landmark document, the Aarhus Convention on public participation in environmental decision-making.

The OSCE offers training courses and learning material to support practitioners and other interested audiences in the OSCE participating States.
