Permanent Council Decision No. 557: OSCE Action Plan to Combat Trafficking in Human Beings

The OSCE’s mandate on the fight against trafficking in human beings is based on the Action Plan to Combat Trafficking in Human Beings, decided on by the Permanent Council in July 2003.

At the Maastricht Ministerial Council in December 2003, the OSCE foreign ministers reaffirmed the commitments that participating States have adhered to in the field of combating trafficking in human beings and endorsed the Permanent Council’s Action Plan. The Ministerial Council also established a Special Representative appointed by the Chairpersonship-in-Office and a special unit in the OSCE Secretariat.
