Border Security and Management Concept

The Border Security and Management Concept, adopted by the OSCE participating States at the Ministerial Council in Ljubljana in 2005, guides the Organization’s work in this area. In this document, the States agree to co-operate in strengthening their borders and to facilitate legitimate cross-border movement.

The Concept’s central theme is a “commitment to promoting open and secure borders in a free, democratic and more integrated OSCE area without dividing lines.” The Concept addresses various aspects of transnational threats, including terrorism, organized crime, trafficking in human beings, smuggling of weapons and drugs, and corruption.
