About
The participating States had suspended Yugoslavia (Serbia and Montenegro) from the CSCECSCE
Conference on Security and Co-operation in Europe in 1992, barring it from participating in that year's Helsinki Summit in July, since which time its seat in the Permanent Council remained empty.
