At the invitation of the Government of Hungary, the Cultural Forum took place in Budapest from 15 October to 25 November 1985. It was the first CSCE meeting held in a Warsaw Pact state and examined the cultural provisions of the Final Act.
Leading personalities in the field of art and culture from OSCE participating States discussed the problems of cultural creation, as well as dissemination and co-operation, including the promotion of exchanges.
Other themes discussed included culture as a stabilizing factor and its role in strengthening European unity.
During the discussions, Warsaw Pact states emphasized that culture and art should not be commercial but rather should promote and serve society, while western states stressed that art and culture should be independent and reinforce autonomy.
