To continue work on developing a new security model, as decided by the Heads of State at the 1994 Budapest Summit, a seminar was held in Vienna on 18 and 19 September 1995.
In previous months, these discussions had concentrated on threat perceptions and explored various challenges to security in the OSCE region. The seminar marked a change from this and began to identify possible responses to security threats and the roles of international organizations.
The following points were included in the session on finding ways of dealing with challenges:
- strategies for conflict prevention
- implementation of OSCE principles and commitments
- arms control
- confidence-building measures
- regional approach to peacekeeping
During the session on co-operation between international organizations and regional groups, these points were discussed:
- mutually-reinforcing institutions
- the constituents of an emerging security architecture
- economic transition and integration
