OSCE Troika and Asian Partners for Co-operation met on the margins of the 32nd OSCE Ministerial Council

The OSCE Troika of the current, preceding and future Chairpersonships met on 5 December 2025 with high-level representatives from the Asian Partner countries on the margins of the OSCE Ministerial Council in Vienna.

Vice Minister Pasi Rajala opened the meeting on behalf of Finland’s OSCE Chairpersonship. Vice Ministers from Thailand and Japan and Ambassadors of Afghanistan, Australia and the Republic of Korea to the OSCE, as well as the 2024 OSCE Chairpersonship of Malta, and the 2026 OSCE Chairpersonship of Switzerland took part, along with the Representatives of the OSCE Parliamentary Assembly, and the OSCE Secretary General’s office.

The discussion took place in the context of the 50th anniversary of the Helsinki Final Act. It was noted that at a time of geopolitical tensions the rules based international order, international law and Helsinki principles remain as relevant as ever and guide the co-operation. It was recalled that the security of the Euro-Atlantic and the Indo-Pacific regions are increasingly intertwined.

The meeting, marking also the 30th anniversary of the OSCE Partnership, offered a valuable moment to reflect on the future of the OSCE and the co-operation within the Partnership Framework. The meeting included a forward-looking discussion on the co-operation for next year, when Finland will be chairing the Asian Partners for Co-operation group.
