Troika

The OSCE Chairperson-in-Office is assisted by the incoming and the outgoing Chairpersons, who together form the OSCE Troika.

Overview

Every year, the OSCE Chairpersonship rotates among the Organization’s participating States, with the foreign minister of the respective State taking over the helm as Chairperson-in-Office. In 1990, the Charter of Paris for a New Europe conceived of the so-called Troika—the Chairperson-in-Office of the previous and the following year joining the current office-holder, in an effort to bring an element of continuity to the OSCE’s leadership. This function was formally institutionalized in the Helsinki Document 1992.
