OSCE Parliamentary Assembly’s 33rd Annual Session

OSCE Parliamentary Assembly’s 33rd Annual Session will take place from 4 to 8 July 2026 at the World Forum Convention Center in The Hague, Netherlands. Hundreds of parliamentarians from across the OSCE region will gather under the theme “International Law and Shared Principles: Foundations for Security and Co-operation in the OSCE Area.”

The session opens on 4 July with high-level speeches, including addresses by Dutch parliamentary leaders (Senate President Mei Li Vos and House of Representatives President Thom van Campen), Head of the Dutch Delegation Farah Karimi, OSCE PA President Pere Joan Pons (Spain), and OSCE Chairperson-in-Office Ignazio Cassis. Dutch Prime Minister Rob Jetten and Foreign Minister Tom Berendsen are also scheduled to speak.

Key highlights include:

• A general debate on 7 July opened by keynote speakers from the International Criminal Court (President Tomoko Akane) and Eurojust.
• An address by OSCE Secretary General Feridun H. Sinirlioğlu on 8 July, followed by reports, Q&A, adoption of The Hague Declaration, and elections of Assembly officers.

During committee sessions, parliamentarians will debate and amend resolutions on pressing issues, including:

• The Russian Federation’s war against Ukraine, arms control, hybrid threats, and developments in the Middle East.
• Strategic competition in the Arctic, climate change, resource competition, economic fragmentation, and the links between conflict and geoeconomics.
• The “democratic recession” in the OSCE area, fundamental freedoms, human rights, humanitarian crises, and trafficking.
• Emerging challenges such as artificial intelligence governance, cybersecurity, demographic change, drug trafficking, and online radicalization.

The Annual Session, the largest event on the OSCE PA calendar, will also engage with The Hague’s peace and justice community, including diplomats and representatives of international courts and institutions. Plenary sessions and committee meetings will be streamed online. The Hague Declaration will provide recommendations to governments, parliaments, and the international community on security, human rights, and economic and environmental matters, while emphasizing the need for a stronger, better-funded OSCE.
