The need for developing stronger institutional capacity among governments, social partners and other relevant stakeholders to formulate labour migration and development policies that ensure safer, more humane and orderly labour movements as well as decent work conditions for migrant workers has been pointed out in many international, regional and sub-regional forums.
The need for capacity building was a reccurring issue during the 17th Economic and Environmental Forum process dealing with migration management under the Greek OSCE Chairmanship. In addition, the International Organization for Migration (IOM) has noted increased requests to provide training on labour migration from member states. Managing labour migration effectively was also a main topic of discussion at the 2007 meeting on "Making global labour mobility a catalyst for development".
To respond to these requests, and as a follow-up to the earlier co-operation in producing the Handbooks on Establishing Effective Labour Migration Policies, the IOM and the OSCE, with support from the Greek OSCE Chairmanship, have decided to develop a practical Training Manual on Labour Migration Management.
