In November 1990, just weeks after the reunification of Germany, 34 Heads of State or Government met in Paris to shape a new Europe.

There they signed the Charter of Paris for a New Europe, which heralded the advent of "democracy, peace and unity in Europe" and declared that "the era of confrontation and division of Europe has ended."

Participants at the high-level anniversary event included Kazakhstan's President Nursultan Nazerbayev,  French Foreign Minister Bernard Kouchner, former French Foreign Minister Roland Dumas; former German Foreign Minister and the CSCECSCE
Conference on Security and Co-operation in Europe
's first Chairperson-in-Office Hans-Dietrich Genscher, and former French President and one of the signatories of the Helsinki Final Act, Valéry Giscard d'Estaing.
