To help with the development of a professional media sector, the Office runs capacity-building programmes for government representatives, journalists, and members of civil society organizations. It holds training seminars on a variety of issues, such as media professionalism and access to information. The Office works with the Azerbaijani Press Council, government institutions, and journalists to improve media practices in the country.
