The UN Security Council passed Resolution 1145 on the withdrawal of the UN Transitional Authority (UNTAES) from Croatia, welcoming the key role of the OSCE and encouraging a smooth transfer of responsibility.
Together with the Croatian authorities, the OSCE is playing an important role in reconciliation, two-way return of refugees and the protection of human rights and national minorities. In December 1997, four co-ordination centres and eighteen field offices were operational, although not yet at full strength.
