A fact-finding mission set off for Croatia to look at possible OSCE contributions, to examine the need to establish a long-term mission, and to recommend concrete forms of co-operation with other international organizations in the country.
The group was led by Hungarian Deputy State Secretary André Erdös and included representatives from the OSCE Office of Democratic Institutions and Human Rights, the OSCE High Commissioner on National Minorities and the Council of Europe. Erdös presented the mission's recommendations to the Permanent Council on 12 October.
The report recommended setting up a long-term Mission as soon as possible, covering the whole territory but focusing on the recently integrated territories and Eastern Slavonia.
The OSCE Mission to Croatia was established in April 1996.
