OSCE supports methodology to assess scale of corruption in Ukraine
KYIV, 3 December 2010 - National methodology to measure the level of corruption in public administration was presented in Kyiv today during an event jointly organized by the OSCE Project Co-ordinator in Ukraine and the country's Justice Ministry.
The methodology developed by independent national experts will help the government to obtain objective information on the scale of corruption in public institutions, diagnose problematic areas in order to prevent and combat corruption. Reliable indicators and data will help in developing efficient mechanisms to fight corruption.
"We support the Government of Ukraine in their efforts to comply with international standards and fulfil the country's commitments in combating corruption," - said Ambassador Lubomir Kopaj, the OSCE Project Co-ordinator in Ukraine.
"Creation of an effective anti-corruption policy is possible when there is precise information on the scale of corruption in the public institutions. I hope, the methodology developed within the OSCE-supported project will also serve as an effective tool for monitoring of the implementation of anti-corruption policy in Ukraine," added Kopaj.
Representatives from the Cabinet of Ministers Secretariat, central and regional governmental officials, specialised agencies and state institutions, national experts, as well as of academics participated in the presentation. Their feedback will be included in the final version of the methodology to be submitted to the Cabinet of Ministers of Ukraine for adoption.
Drafting of the methodology was part of the OSCE-supported project "Diagnosis and Combating Corruption in Ukraine". Other project activities include support to the judiciary in the implementation of the 2009 national anti-corruption reform plan, as well as development of recommendations on the improvement of legal and policy framework for combating corruption in judicial sector in Ukraine.
