Training for journalists “Peculiarities of the First Local Elections in United Territorial Communities within Decentralization Reform in Ukraine

On 06 - 09 September 2016, the OSCE Project Co-ordinator in Ukraine holds a series of regional training events for journalists concerning peculiarities of the first local elections in united territorial communities.
During the training the participants will be able to explore the issues, related to decentralization of power in Ukraine: purpose, peculiarities, changes to the Constitution, voluntary unification of communities and advantages (specifically concerning the formation of sustainable communities and budgets). The participants will analyse various cases of community unification. Journalists will learn about differences between elections in a town community and elections in a united village community, as well as discuss the role of mass media in the electoral process. A special focus will be made at the elections of the village supervisor (starosta) and the unified community’s council (voting procedure, vote counting, period in office). In addition, the participants will compare the powers of councils and discuss the community’s role and impact on decision-making in a unified community.
Journalists writing for mass media, including information agencies and Internet mass media, in relevant regions are invited to attend. For participation in the training it is necessary to fill in the questionnaire. Regional coordinators (see below) are responsible fo handling any questions that may arise in connection with the questionnaire (ex., deadlines).

The organizer will provide the participants with board, as well as, when required, reimburse transportation costs associated with travel to the training venue.
Training will be arranged within the framework of the Project “Developing Election Training Capacity and Enhancing Voter Awareness” implemented by the OSCE Project Co-ordinator in Ukraine at the request of the Central Election Commission. The project is funded by Global Affairs Canada.
