In Donetsk region, the SMM recorded over 140 explosions during the night of 21 June and 15 during the day. The SMM was caught in mortar shelling in Vodiane. In Luhansk region, the Mission recorded one small-arms shot. The SMM continued to observe long queues at entry-exit checkpoints along the contact line and spoke to people who had spent the night in their vehicles between the respective last checkpoints. The SMM observed fewer ceasefire violations in both Donetsk and Luhansk regions compared to the previous day. In Donetsk region, the SMM recorded over 40 explosions during the night of 20 June, while it did not record any ceasefire violations during daytime. In Luhansk region, the Mission recorded ten explosions. The Mission conducted crater analysis and observed damage to residential houses caused by shelling in six locations on both sides of the contact line. In Donetsk region, the SMM observed fewer ceasefire violations than on each of the previous two days. In Luhansk region, the SMM recorded more ceasefire violations than on each of the previous two days. The Mission observed the construction of additional fortifications at the Ukrainian Armed Forces position at Stanytsia Luhanska bridge and noted that the “LPR” continued to maintain its new position at the bridge just north of the river. It also observed significant movement of weapons in Luhansk region. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora and the recovery of a body in Zaitseve. The Mission observed long queues at entry-exit checkpoints along the contact line and monitored a public gathering in Odessa. In Donetsk region, the SMM observed more ceasefire violations on 18 June compared to the previous day, but fewer on 19 June compared to each 17 and 18 June. In Luhansk region, the SMM recorded fewer ceasefire violations on each day compared to 17 June. The Mission assessed damage to houses in Kominternove, Sakhanka and Trudivskyi district of Donetsk city, and continued to monitor the build-up of armed positions at Stanytsia Luhanska bridge. The SMM monitored the withdrawal of weapons and the presence of unexploded ordnance. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora, Holubivske and Berezivske. The SMM visited three border areas not controlled by the Government*. The Mission’s freedom of movement was restricted on two occasions, in areas not controlled by the Government, and once by Ukrainian Armed Forces personnel.*
Spot Report by the OSCE Special Monitoring Mission to Ukraine (SMM): OSCE vehicles in Donetsk city damaged by fire

At approximately 02:25hrs on 9 August, the SMM observed that four OSCE armoured vehicles parked outside the residence of SMM monitors in Donetsk city were on fire. At 02:33hrs, the SMM heard four loud bursts, most probably as a result of tires of the armoured vehicles exploding. By 03:22hrs, the firefighters managed to extinguish the fire. The SMM noted that three of its vehicles were completely destroyed, one vehicle heavily damaged and three other vehicles partially damaged by the heat from the fire. SMM monitors were not injured and no damage to other OSCE vehicles was observed...

The SMM observed overall fewer ceasefire violations in Donetsk region both on 11 and 12 June as compared to 10 June, although the level of violence remained high, in particular in the Avdiivka-Yasynuvata area. The SMM recorded a sharp increase in the number of ceasefire violations in Svitlodarsk and Horlivka on the night of 10 June. In Luhansk region, the SMM observed a similar number of ceasefire violations on the night of 10 June – compared to the previous night and fewer during the remainder of the reporting period – compared to 10 June. On both sides of the contact line, the Mission conducted crater analysis and observed damages to civilian houses caused by shelling. At approximately 12:40hrs on 26 July, an SMM patrol comprised of two vehicles was caught in mortar and automatic grenade launcher fire while trying to cross the contact line from the “Lugansk People’s Republic” (“LPR”)-controlled side of Shchastia (20km north of Luhansk) to the government-controlled side. This crossing had been agreed and co-ordinated beforehand with both the Ukrainian Armed Forces and the “LPR”.

On 12 July, the SMM dispatched a patrol of the Ivano-Frankivsk-based team to monitor events in the wake of an armed incident that reportedly occurred the previous day in Mukacheve (Zakarpattia region, 605km south-west of Kyiv). According to media reports, at least two people were killed – reportedly members of the Right Sector (Pravyi Sektor) – and several others were wounded in a shootout at a café allegedly owned by a member of parliament (Verkhovna Rada)...
