The SMM observed more ceasefire violations in Donetsk region and fewer in Luhansk region compared to the previous day. In Donetsk region, the SMM recorded over 140 explosions during the night of 21 June and 15 during the day. The SMM was caught in mortar shelling in Vodiane. In Luhansk region, the Mission recorded one small-arms shot. The SMM continued to observe long queues at entry-exit checkpoints along the contact line and spoke to people who had spent the night in their vehicles between the respective last checkpoints. The Mission monitored a peaceful protest in Odessa. The SMM’s freedom of movement was restricted on three occasions, all in areas outside government control...*

The SMM observed fewer ceasefire violations in both Donetsk and Luhansk regions compared to the previous day. In Donetsk region, the SMM recorded over 40 explosions during the night of 20 June, while it did not record any ceasefire violations during daytime. In Luhansk region, the Mission recorded ten explosions. The Mission conducted crater analysis and observed damage to residential houses caused by shelling in six locations on both sides of the contact line. It continued to observe significant movement of weapons in government-controlled areas of Luhansk region. The SMM observed long queues at entry-exit checkpoints along the contact line. The Mission’s freedom of movement was restricted on four occasions in non-government-controlled areas...

In Donetsk region, the SMM observed fewer ceasefire violations than on each of the previous two days. In Luhansk region, the SMM recorded more ceasefire violations than on each of the previous two days. The Mission observed the construction of additional fortifications at the Ukrainian Armed Forces position at Stanytsia Luhanska bridge and noted that the “LPR” continued to maintain its new position at the bridge just north of the river. It also observed significant movement of weapons in Luhansk region. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora and the recovery of a body in Zaitseve. The Mission observed long queues at entry-exit checkpoints along the contact line and monitored a public gathering in Odessa. The SMM did not encounter any specific restrictions to its freedom of movement.*...

In Donetsk region, the SMM observed more ceasefire violations on 18 June compared to the previous day, but fewer on 19 June compared to each 17 and 18 June. In Luhansk region, the SMM recorded fewer ceasefire violations on each day compared to 17 June. The Mission assessed damage to houses in Kominternove, Sakhanka and Trudivskyi district of Donetsk city, and continued to monitor the build-up of armed positions at Stanytsia Luhanska bridge. The SMM monitored the withdrawal of weapons and the presence of unexploded ordnance. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora, Holubivske and Berezivske. The SMM visited three border areas not controlled by the Government*. The Mission’s freedom of movement was restricted on two occasions, in areas not controlled by the Government, and once by Ukrainian Armed Forces personnel.*

At approximately 02:25hrs on 9 August, the SMM observed that four OSCE armoured vehicles parked outside the residence of SMM monitors in Donetsk city were on fire. At 02:33hrs, the SMM heard four loud bursts, most probably as a result of tires of the armoured vehicles exploding. By 03:22hrs, the firefighters managed to extinguish the fire. The SMM noted that three of its vehicles were completely destroyed, one vehicle heavily damaged and three other vehicles partially damaged by the heat from the fire. SMM monitors were not injured and no damage to other OSCE vehicles was observed...

In Donetsk region, the SMM observed more ceasefire violations compared to the previous day. In Luhansk region, the SMM recorded more explosions but less small-arms fire compared to the previous day. The Mission observed damage to houses in Dokuchaievsk and Novooleskandrivka, and continued to monitor the build-up of armed positions at Stanytsia Luhanska bridge. The SMM monitored the withdrawal of weapons and the presence of unexploded ordnance. It facilitated and monitored adherence to the ceasefire in Vesela Horivka and Shchastia and visited two border areas not controlled by the Government. The SMM observed demonstrations in Odessa and Ivano-Frankivsk. An SMM long-range unmanned aerial vehicle crashed near government-controlled Stepanivka. The Mission’s freedom of movement was denied on two occasions, in areas not controlled by the Government...

In Donetsk region, the SMM observed fewer ceasefire violations during the night of 15 June, as compared to the previous night, while it recorded more ceasefire violations during the daytime of 16 June compared to the previous day. In particular, it noted a sharp increase in the number of ceasefire violations in the Avdiivka-Yasynuvata area, with more than 300 explosions. In Luhansk region, the SMM recorded a single case of ceasefire violations in Veselohorivka. The Mission conducted crater analysis and observed damage to residential houses caused by shelling, in Staromykhailivka, Dokuchaievsk, and Holmivskyi. The Mission’s freedom of movement was restricted on one occasion in a government-controlled area. In Chernivtsi and Kyiv the SMM monitored peaceful protests...

The Mission conducted crater analysis on both sides of the contact line, in Avdiivka, Horlivka and Stanytsia Luhanska. It facilitated adherence to the ceasefire to enable repairs to infrastructure. The SMM observed overall fewer ceasefire violations in Donetsk region both on 11 and 12 June as compared to 10 June, although the level of violence remained high, in particular in the Avdiivka-Yasynuvata area. The SMM recorded a sharp increase in the number of ceasefire violations in Svitlodarsk and Horlivka on the night of 10 June. In Luhansk region, the SMM observed a similar number of ceasefire violations on the night of 10 June – compared to the previous night and fewer during the remainder of the reporting period – compared to 10 June. On both sides of the contact line, the Mission conducted crater analysis and observed damages to civilian houses caused by shelling. The SMM noted a newly-constructed “LPR” position north of the Siverskyi Donets river at Stadnytsia Luhansk bridge and a newly-constructed Ukrainian Armed Forces checkpoint in Maiorsk. The SMM facilitated and monitored adherence to the ceasefire, and facilitated the transportation of a patient at the Stanytsia Luhanska bridge for medical care. In Kyiv, it monitored the “Equality march”, which passed off peacefully. Armed “DPR” members kept the power supply to SMM’s repeater in Donetsk city disconnected and the SMM faced one additional restriction on its freedom of movement, in a border area not controlled by the Government...

The SMM observed more ceasefire violations in both Donetsk and Luhansk regions compared to the previous day. Several explosions occurred in the vicinity of the SMM near Stanytsia Luhanska bridge. The Mission continued to monitor the withdrawal of heavy weapons; it also noted armoured combat vehicles, an anti-aircraft gun and an unmanned aerial vehicle in the security zone. The SMM continued to monitor the humanitarian situation and observed a demonstration against discussions surrounding an armed OSCE presence in Donetsk. At 11:15hrs on 27 July, an SMM patrol comprised of two vehicles entered Shyrokyne (100km south of Donetsk, 20km east of Mariupol)...

An SMM national staff member who had been held in Donetsk city was released. The SMM observed more ceasefire violations in Donetsk region compared to the previous day. Luhansk region remained calm with no ceasefire violations recorded. The Mission continued to monitor the withdrawal of heavy weapons; it noted armoured combat vehicles and an anti-aircraft gun in the security zone. Armed “DPR” members continued to keep the power supply to SMM’s repeater in Donetsk city disconnected; the SMM faced two additional restrictions on its freedom of movement, both in border areas not controlled by the Government...

At approximately 12:40hrs on 26 July, an SMM patrol comprised of two vehicles was caught in mortar and automatic grenade launcher fire while trying to cross the contact line from the “Lugansk People’s Republic” (“LPR”)-controlled side of Shchastia (20km north of Luhansk) to the government-controlled side. This crossing had been agreed and co-ordinated beforehand with both the Ukrainian Armed Forces and the “LPR”.

The Mission continued to monitor the withdrawal of weapons, and noted heavy weapons in violation of the withdrawal lines; it also noted armoured combat vehicles in the security zone. The SMM observed more ceasefire violations in Donetsk region compared to each of the previous two days, and noted a high number of ceasefire violations, including 266 explosions, in Luhansk region compared to none on 4 and 5 June. The SMM conducted crater analysis in government-controlled Krymske and at the “LPR” checkpoint on the Stanytsia Luhanska bridge. It continued to facilitate and monitor adherence to the ceasefire to enable repair works to essential infrastructure in the Zolote-Pervomaisk area and in Veselohorivka. The SMM observed more ceasefire violations in Donetsk region both on 4 and 5 June as compared to 3 June, and observed a similarly high number of ceasefire violations in Luhansk region on the night of 3 June – compared to the previous night and fewer during the remainder of the reporting period – compared to 3 June. In particular, a sharp increase of violence was noted in the Avdiivka-Yasynuvata area and south-east of Svitlodarsk. On both sides of the contact line, the Mission conducted crater analysis and observed damages to civilian houses caused by shelling; on one occasion, the SMM observed a dead person. The SMM noted that a “DPR” checkpoint had been relocated closer to a Ukrainian Armed Forces checkpoint. The SMM continued to facilitate and monitor adherence to the ceasefire to enable repair works to essential infrastructure. The Mission’s operations were restricted by the sides on several occasions...

The SMM observed a lower level of violence in Donetsk region and more ceasefire violations in Luhansk region compared with the previous day. The Mission continued to monitor the withdrawal of heavy weapons; it noted also armoured combat vehicles and other hardware in the security zone. Armed “DPR” members continue to keep the power supply to the SMM’s repeater in Donetsk city disconnected.* The Mission could neither locate nor recover any debris at the presumed crash site of an SMM unmanned aerial vehicle (UAV) in Korsun.

On both Saturday and Sunday, the SMM observed more ceasefire violations in Donetsk and Luhansk regions compared with 27 May. The Mission followed up on allegations of shelling on both sides of the contact line. It continued to monitor the withdrawal of weapons, and noted armoured combat vehicles and newly laid mines in the security zone. The SMM monitored the situation of civilians at checkpoints and observed border areas not controlled by the Government. In Chernivtsi, the SMM monitored a peaceful march to celebrate a Jewish holiday. The Mission’s freedom of movement was restricted on three occasions in areas not controlled by the Government. East of Shyrokyne, near a “DPR” checkpoint, an armed man fired warning shots and pointed his weapon at the SMM, forcing the patrol to leave the area...

The SMM observed fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region compared with the previous day. An SMM foot patrol came under small-arms fire near Yasynuvata. The Mission followed up on allegations of shelling between 24 and 26 May near Stanytsia Luhanska and of casualties. It continued to monitor the withdrawal of weapons, and noted armoured combat vehicles and anti-aircraft weapons in the security zone. The Mission’s freedom of movement was restricted on six occasions, including when it lost all communication with its long-range unmanned aerial vehicle near Horlivka...

On 12 July, the SMM dispatched a patrol of the Ivano-Frankivsk-based team to monitor events in the wake of an armed incident that reportedly occurred the previous day in Mukacheve (Zakarpattia region, 605km south-west of Kyiv). According to media reports, at least two people were killed – reportedly members of the Right Sector (Pravyi Sektor) – and several others were wounded in a shootout at a café allegedly owned by a member of parliament (Verkhovna Rada)...

The SMM observed more ceasefire violations in Donetsk region and fewer in Luhansk region compared to the previous day. The Mission followed up on reports of shelling and civilian casualties. It continued to monitor the withdrawal of weapons, and noted armoured combat vehicles and an anti-aircraft weapon in the security zone. The SMM observed the presence of unexploded ordnance (UXO), monitored the situation of civilians at checkpoints, and observed border areas not controlled by the Government. The SMM observed a similar level of violence in Donetsk region and recorded an increased number of ceasefire violations in Luhansk region. The Mission conducted crater analysis in Staromykhailivka. It continued to monitor the withdrawal of weapons, and noted armoured combat vehicles in the security zone. The SMM followed up on reports of casualties from a landmine incident in Pavlopil where four Ukrainian Armed Forces servicemen were killed and three injured. The Mission’s freedom of movement was restricted on five occasions, mainly in areas not controlled by the Government...

The SMM observed an increased level of violence in both Donetsk and Luhansk regions as compared to the previous reporting period. The Mission continued to monitor the withdrawal of weapons, and noted the presence of armoured combat vehicles and other hardware in the security zone. It continued to monitor the situation of civilians at checkpoints. The Mission facilitated adherence to the ceasefire and monitored the repair of essential infrastructure. The SMM observed a marked decrease in the level of violence in Donetsk region as compared to the previous reporting period. Luhansk region remained relatively calm. The SMM continued to monitor the withdrawal of weapons and noted the presence of armoured combat vehicles and anti-aircraft weapons in the security zone. The Mission observed the full re-opening of the Olenivka crossing route, and learned that people had stayed overnight at the Ukrainian Armed Forces checkpoint near Berezove. A man died from a heart attack while queuing at a checkpoint south of Stanytsia Luhanska. The Mission’s freedom of movement was restricted once, in an area not controlled by the Government...*

The SMM observed a similar level of violence in Donetsk region both on 21 and 22 May as compared to 20 May and observed an increase in the number of ceasefire violations in Luhansk region on 21 May and fewer on 22 May- compared to 20 May. It continued to monitor the withdrawal of weapons, and noted the presence of armoured combat vehicles and anti-aircraft weapons in the security zone. The Mission followed up on reports of shelling and conducted crater analysis in government-controlled Avdiivka. Some 600 people gathered in front of the residence of SMM monitors in Donetsk city. It also monitored events on the occasion of the “Day of Heroes” in Lviv and a protest in Chernivtsi. The Mission’s freedom of movement was restricted on eight occasions, exclusively in areas not controlled by the Government...

The SMM observed a slightly higher level of violence in Donbas compared to the previous day. It continued to monitor the withdrawal of weapons and noted the presence of armoured combat vehicles and anti-aircraft weapons in the security zone. The Mission monitored the situation affecting civilians living near the contact line. It also monitored a demonstration in Kyiv. The operation of the Mission’s ceasefire monitoring equipment was stopped by armed “DPR” members in Donetsk city and its activities were restricted on five other occasions, mainly in areas not controlled by the Government...

The SMM observed a similar level of violence in Donetsk region and recorded slightly fewer ceasefire violations in Luhansk region compared to the previous day. The SMM conducted crater analysis in Stanytsia Luhanska. It continued to monitor the withdrawal of weapons and noted numerous armoured combat vehicles, as well as anti-aircraft weapons in the security zone. The Mission followed up on reports of casualties from a landmine incident in Pavlopil. It also monitored a protest in Lviv region. The Mission’s freedom of movement was restricted on three occasions exclusively in areas not controlled by the Government...

The SMM observed an increased level of violence in Donetsk region and similar levels in Luhansk region compared to the previous day. The Mission continued to monitor the withdrawal of weapons and visited border areas not controlled by the Government. It followed up on reports of shelling in Krasnohorivka, and on reports of casualties due to an anti-tank mine explosion near Pavlopil. The SMM also monitored a protest by internally displaced persons in Odessa, and peaceful commemorations of the 1944 deportation of the Crimean Tatars in Kherson region and Kyiv city. The SMM observed a relatively low level of violence in Donbas. The Mission continued to monitor the withdrawal of weapons and visited a border area not controlled by the Government. The SMM noted long queues at checkpoints and monitored the situation affecting civilians living near the contact line. It followed up on reports of shelling in “DPR”-controlled Dokuchaievsk and on reports of casualties due to an explosion in Donetsk city. The SMM also monitored the situation of IDPs. The Mission’s freedom of movement was restricted on three occasions...

The SMM observed a slightly higher number of ceasefire violations in Donetsk region and recorded fewer ceasefire violations in Luhansk region compared to the previous day. The Mission observed weapons within withdrawal lines and others in holding areas. Armed men pointed weapons at the SMM at the unmanned aerial vehicle ground control station in a government-controlled area. The SMM observed the presence of mines and unexploded ordnance. The Mission followed up on the proliferation of weapons in areas outside of the Anti-Terrorism Operation (ATO) zone...

The SMM continued to facilitate and monitor adherence to the ceasefire to enable repair to essential infrastructure, and at one occasion “DPR” members prevented it from doing so. In Donetsk region, the SMM noted a decrease in the number of recorded ceasefire violations compared with the previous day. In Luhansk region it continued to note a low level of ceasefire violations. The Mission observed mine hazard signs near an entry-exit checkpoint and continued to observe the presence of mines and unexploded ordnance. It monitored an area close to the border not under government control and was prevented from monitoring in another*. In Donetsk region, the SMM noted a sharp increase in the number of recorded ceasefire violations compared with previous days. In Luhansk region it continued to note a low level of ceasefire violations. The Mission continued to monitor the withdrawal of weapons and to observe mine hazard signs in the security zone. The SMM noted long queues at the contact line. It monitored a demonstration by veterans in Ivano-Frankivsk. The SMM’s freedom of movement was restricted on numerous occasions.*...

In Donetsk region, the SMM noted a lower number of ceasefire violations compared with the previous day, with over 80 explosions recorded. In Luhansk region it noted a low level of violence with 16 explosions recorded. The Mission observed the presence of numerous weapons in violation of the respective withdrawal lines on 9 May military-style parades in Donetsk and Luhansk cities. The Mission observed 9 May commemorations across the country. Most of those events passed off peacefully with the strong presence of law enforcement, while in several occasions the SMM saw minor incidents of scuffles and altercations...

In Donetsk region, the SMM noted an increased number of ceasefire violations on both 7 and 8 May, compared to 6 May. In Luhansk region, it noted a low level of violence with less than 10 explosions recorded. The Mission observed the presence of hardware in violation of the respective withdrawal lines and continued to monitor the withdrawal of weapons. The SMM noted the presence of mines and unexploded ordnance. It continued to observe equally high numbers of civilians waiting to travel across the contact line, as before the weekend, and monitored the humanitarian situation of civilians affected by the conflict. The SMM visited one crossing point at the border in areas not controlled by the Government. The Mission monitored the situation of internally displaced persons in Kherson and observed a ceremony for “Reconciliation and Commemoration Day” in Lviv. The SMM’s freedom of movement was restricted on ten occasions, all but one in areas not controlled by the Government...*

In Donetsk region, the SMM noted a lower number of ceasefire violations compared with the previous day, with over 120 explosions recorded. In Luhansk region it noted a low level of violence with five explosions recorded. The Mission observed the presence of weapons in violation of the respective withdrawal lines. It continued to observe civilians travelling across the contact line. The SMM’s freedom of movement was restricted on 12 occasions, including five denials of access, all but one in areas not controlled by the Government...

The SMM noted a high level of violence in Donetsk region, with more than 230 explosions recorded; while it noted a low level of violence in Luhansk region, with four explosions recorded. The SMM recorded a similarly low number of ceasefire violations in Donetsk region as the previous day and a similar number of violations in Luhansk region when compared to the previous day. It observed the re-opening of the crossing route at Stanytsia Luhanska, the continued closure of the one in Olenivka, and high numbers of people crossing elsewhere.
