Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. The Mission followed up on reports of a van hit by small-arms fire in Chermalyk. The SMM observed weapons in violation of the withdrawal lines in non-government-controlled areas of Donetsk and Luhansk regions. It facilitated and monitored adherence to the ceasefire to enable possible demining activities in Luhansk region and repair works to essential civilian infrastructure in Donetsk and Luhansk regions. The SMM monitored a public gathering in Kyiv related to funding for housing for internally displaced persons. The Mission followed up on reports of an attack against a civil activist in Kropyvnytskyi, Kirovohrad region. Restrictions of the SMM’s access continued in all three disengagement areas as well as near Zaichenko, Yasynuvata and Verkhnoshyrokivske.*

The SMM followed up on reports of a man who died while at a checkpoint in Kreminets. The SMM followed up on reports of damage to a truck transporting coal on behalf of an international organization. It recorded ceasefire violations inside and near the Zolote disengagement area and a ceasefire violation inside the Stanytsia Luhanska disengagement area. The Mission saw weapons in violation of the withdrawal lines in government-controlled areas in Donetsk region. It facilitated and monitored adherence to the ceasefire to enable repair works and demining activities to essential civilian infrastructure in Luhansk and Donetsk regions. Restrictions of the SMM’s access continued in all three disengagement areas and in non-government-controlled Verkhnoshyrokivske, Staromykhailivka and Horlivka.* The Mission monitored a public gathering in front of the Consulate General of the Russian Federation in Kharkiv. It followed up on reports of graffiti on a church in Zaporizhzhia.

• Compared with the previous reporting period, between the evenings of 8 and 9 February, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. • Compared with the previous 24 hours, between the evenings of 9 and 10 February, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. • In Kadiivka, the Mission saw gunfire damage to a truck that was reportedly collecting coal as part of humanitarian aid. • The SMM saw fresh mortar impact craters near residential houses in Kriakivka and near the checkpoint of the armed formations on the southern edge of the disengagement area near Zolote. • The Mission recorded ceasefire violations inside and near the Zolote disengagement area. • It facilitated and monitored adherence to the ceasefire to enable repair works to essential civilian infrastructure in Donetsk and Luhansk regions. • Restrictions of the Mission’s access continued in all three disengagement areas. It was also restricted in Khlibodarivka, near Verkhnoshyrokivske, near Izvaryne and Novoazovsk, close to the border with the Russian Federation, as well as at a permanent storage site in a non-government-controlled area of Donetsk region. • The Mission learned of a reported temporary school closure due to shelling in Zolote-5/Mykhailivka.

Compared with the previous 24 hours, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions. A man reportedly died of natural causes while waiting at a checkpoint of the armed formations near Horlivka to travel to government-controlled areas. The Mission observed gunfire damage at a school in Zolote-5/Mykhailivka and inhabited houses in Pervomaisk, as well as fresh impact craters in Slovianoserbsk. The Mission recorded ceasefire violations inside and near the Zolote disengagement area and near the Petrivske disengagement area. It facilitated and monitored adherence to the ceasefire to enable repair works to essential civilian infrastructure in Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas. Its access was also denied in Dovzhanske, close to the border with the Russian Federation, as well as at a heavy weapons holding area in a government-controlled area of Luhansk region.

At 10:10 on 5 September, an SMM patrol consisting of six members and two armoured vehicles was positioned at a checkpoint of the Ukrainian Armed Forces on road T1316, approximately 400m from the northern edge of the Zolote disengagement area. Two patrol members were standing next to the vehicles and the others were inside the vehicles with the doors open when they heard seven explosions 150-200m south-south-east. The SMM assessed four of the explosions as outgoing mortar rounds (type undetermined) and the remaining as outgoing rounds of undetermined weapons. The SMM immediately left the area.

Compared with the previous reporting period, between the evenings of 15 and 16 February, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk regions. Compared with the previous 24 hours, between the evenings of 16 and 17 February, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The SMM saw gunfire damage to residential properties in Yasynuvata and a destroyed house in Novoluhanske. It saw weapons in violation of withdrawal lines in government-controlled areas of Luhansk region. The Mission recorded ceasefire violations inside and near the Zolote disengagement area, and military hardware and personnel inside the Petrivske disengagement area. It heard small-arms fire assessed as aimed at an SMM mini-unmanned aerial vehicle near non-government-controlled Zhovte, Luhansk region. The SMM saw an aircraft flying over non-government-controlled areas in the security zone. It facilitated and monitored adherence to the ceasefire to enable repair works to essential civilian infrastructure. Restrictions of the Mission’s access continued in all three disengagement areas. It was also restricted near Zaichenko and near Izvaryne, an area close to the border with the Russian Federation. The Mission continued to observe hardship faced by civilians at checkpoints. The SMM observed a public gathering against parishes of the Ukrainian Orthodox Church changing affiliation in Storozhynets, Chernivtsi region. Compared with the previous 24 hours, between the evenings of 23 and 24 February, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions. Two persons were killed and one person was injured in a mine explosion near a checkpoint close to the contact line in Donetsk region. The Mission saw fresh damage caused by shelling in Oleksandrivka. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. Following the beginning of a recommitment to the ceasefire coinciding with International Women’s Day at 00:01 on 8 March, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the hours before midnight. A man lost both lower limbs and suffered an eye injury due to an incident with unexploded ordnance in Makiivka. The Mission monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement area and elsewhere. Its access was also restricted near non-government-controlled Zaichenko.* In Kyiv, Kharkiv, Uzhhorod and Mariupol the SMM observed events on the occasion of International Women’s Day.

The SMM saw fresh damage to residential houses due to shelling in Pikuzy. The Mission recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. The SMM followed up on the announcement by the Ukrainian authorities that they would open the entry-exit checkpoint near Zolote for civilian passage on 24 March. It saw that vegetation surrounding the checkpoint had been burned and mine hazard signs removed at the checkpoint of the armed formations on the southern edge of the disengagement area. The SMM did not see any civilians crossing the checkpoint. The SMM observed weapons in violation of the withdrawal lines on both sides of the contact line.

At 01:18 on 27 October, while flying over an area near Kalynove (non-government-controlled, 72km east of Donetsk), an SMM long-range unmanned aerial vehicle (UAV) spotted a surface-to-air missile system (9K33 Osa) and a fuel truck east of Nyzhnokrynske (non-government-controlled, 66km east of Donetsk).

Compared with the previous reporting period, between the evenings of 29 and 30 March, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. The SMM followed up on reports of an injured man in Verkhnotoretske. It observed fresh damage near and in residential areas in Dokuchaievsk and Hlybokyi. The Mission saw military presence inside the Petrivske disengagement area and recorded ceasefire violations in the Zolote disengagement area. The SMM observed weapons in violation of the withdrawal lines in government-controlled areas of Donetsk region. Restrictions of the SMM’s access continued in all three disengagement areas. The Mission followed up on reports of a man killed in Sakhanka due to shrapnel injuries, as well as a man and a woman injured in Pikuzy due to shelling, all in March. The SMM saw fresh damage to residential buildings and a school in Zolote-2/Karbonit and Zolote-5/Mykhailivka. It also observed fresh craters near Kalynove-Borshchuvate and Novotroitske. The Mission recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The SMM saw for the first time a piece of unexploded ordnance near Novobakhmutivka, unexploded ordnance and anti-tank mines near Marinka, an improvised explosive device near Olenivka and mine hazard signs near Kreminets and Verkhnotoretske. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement areas.
