The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 24 and 25 August, compared with the previous reporting period. Between the evenings of 25 and 26 August, the Mission recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region, compared with the previous 24 hours. The SMM followed up on a civilian casualty in Vrubivka. The Mission saw fresh damage caused by shelling to civilian properties in residential areas of Vrubivka and Staromykhailivka. The Mission recorded ceasefire violations inside the Stanytsia Luhanska and Petrivske disengagement areas. The SMM’s access remained restricted in all three disengagement areas, as well as in Marinka, Zaichenko, Yasne and close to Novoazovsk, Izvaryne and Voznesenivka near the border with the Russian Federation.* The SMM observed that the entry-exit checkpoint in Maiorsk remained closed. The Mission continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure near Pervomaisk and Zolote, repairs to residential houses in Avdiivka, as well as demining in Berezove.
Spot Report: Mortar fire about 500m from SMM’s forward patrol base in Popasna

In the evening of 23 February, while at its forward patrol base on the northern edge of Popasna (government-controlled, 69km west of Luhansk), the SMM heard continuous ceasefire violations, the majority of which were 3-4km south-east. At around 21:14, the SMM heard ten explosions assessed as outgoing 120mm mortar rounds about 500m north.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. The Mission confirmed three civilian casualties in Zaitseve and Horlivka. It saw fresh damage from gunfire to a civilian property in a residential area of Staromykhailivka. The SMM saw a new position and trench inside the Zolote disengagement area, assessed as belonging to the Ukrainian Armed Forces. It heard ceasefire violations near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three disengagement areas, as well as again in Zaichenko and near Novoazovsk, near the border with the Russian Federation.* The SMM observed a weapon in violation of withdrawal lines near Vodiane. The Mission observed that the entry-exit checkpoint in Maiorsk remained closed. The SMM continued to facilitate the operation of the Donetsk Filtration Station. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle (UAV) near Khrystove and another SMM mini-UAV experienced jamming near Muratove. The Mission saw fresh damage from shelling to a civilian property in Kriakivka. The SMM heard ceasefire violations inside the Zolote disengagement area, including 200-500m from the SMM. The SMM’s access remained restricted in all three disengagement areas and elsewhere, including in Novolaspa, as well as again in Zaichenko, Bezimenne, and near Novoazovsk and Izvaryne, both near the border with the Russian Federation.* The SMM continued to facilitate the operation of the Donetsk Filtration Station. Following a recommitment to the ceasefire on the occasion of the beginning of the school year which began at 00:01 on 29 August 2018, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission heard ceasefire violations near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three disengagement areas, as well as again in Zaichenko and near Novoazovsk, near the border with the Russian Federation.* The Mission observed weapons in violation of withdrawal lines near Vasiukivka and Malynivka. The SMM continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure in Luhansk region, at a gas distribution station in Krasnohorivka, the Bakhmut Agrarian Union’s pig farm in Novoluhanske and to residential houses in Avdiivka. The SMM saw a fire near Berezove and noted the closure of the entry-exit checkpoint near Novotroitske; it facilitated adherence to the ceasefire to enable firefighting activity near Berezove. Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk region and the same number of ceasefire violations in Luhansk region. At 17:27 on 31 August, the Mission heard an undetermined explosion less than 200m north-north-east from its residence on Pushkina Boulevard in Donetsk city. A senior member of the armed formations told the SMM that in the explosion Aleksandr Zakharchenko had suffered fatal injuries, another member of the armed formations had been severely wounded and nine other people had sustained injuries. The Mission followed up on reports of a civilian casualty in Verkhnotoretske. It saw a trench that had been recently fortified and Ukrainian Armed Forces soldiers inside the Zolote disengagement area, and heard ceasefire violations near the Petrivske and the Stanytsia Luhanska disengagement area. The SMM recorded fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region between the evenings of 31 August and 1 September, compared with the previous reporting period. Between the evenings of 1 and 2 September, the Mission recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Donetsk city, the SMM saw a gathering relating to the reported death of Aleksandr Zakharchenko and at least one hundred members of the armed formations securing the area. The SMM recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. The Mission’s access remained restricted in the disengagement area as well as near Yasynuvata.* The SMM observed a weapon in violation of withdrawal lines near Ozarianivka. The Mission observed anti-tank mines near Popasna. The SMM saw that the entry-exit checkpoint near Stanytsia Luhanska was closed and observed that checkpoints in non-government-controlled areas of Donetsk region had been re-opened. The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. Following the explosion on Pushkina Boulevard in Donetsk city on 31 August, the Mission continued to observe a calm situation in the city centre. The Mission recorded ceasefire violations near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in the Stanytsia Luhanska disengagement area as well as near Topolyne and Pryvilne.* The Mission observed weapons in violation of the withdrawal lines near Kremenivka. It continued to monitor the situation at the closed entry-exit checkpoint near Stanytsia Luhanska and to facilitate the operation of the Donetsk Filtration Station. Spot Report by the Special Monitoring Mission to Ukraine (SMM): Man at checkpoint in Kozatske points gun at SMM patrol

On 5 March at 12:55, when an SMM patrol consisting of six members and two armoured vehicles was heading from west to east on a road in Kozatske (non-government-controlled, 36km north-east of Mariupol), it saw a man in military-type attire armed with an assault rifle (AK-74) standing at a checkpoint of the armed formations on the eastern edge of the village. It followed up on reports of a civilian casualty as a result of an explosion of a heavy-machine-gun round in Shchastia. The Mission recorded ceasefire violations inside the Zolote disengagement area and new military positions inside the Petrivske disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as at a heavy weapons holding area in a non-government-controlled area of Donetsk region and in Verkhnoshyrokivske.* It observed weapons in violation of withdrawal lines including in Buhaivka, Miusynsk and Khrustalnyi. The Mission’s long-range unmanned aerial vehicle spotted a convoy of trucks on a dirt road near the border with the Russian Federation where there are no border crossing facilities in a non-government-controlled area of Donetsk region, in the middle of the night. The SMM followed up on reports of fresh damage caused by gunfire in a residential area of Maiorsk. The Mission observed that the entry-exit checkpoint near Stanytsia Luhanska re-opened following construction and repair works and civilians have resumed crossing. The SMM saw multiple launch rocket systems in violation of withdrawal lines near Khrustalnyi. It saw, for the first time, a mine and a hand grenade near Verkhnoshyrokivske. The SMM recorded ceasefire violations inside and near the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The Mission’s access remained restricted in the disengagement areas as well as near Verkhnoshyrokivske, Yuzhna-Lomuvatka and Khrustalnyi.* The Mission continued to monitor the situation around the Donetsk Filtration Station, which has been non-operational since 6 September due to a power outage. Spot Report by the OSCE Special Monitoring Mission to Ukraine (SMM): Armed men near Kreminets charge weapon near SMM patrol and threaten it

At 12:14 on 5 April, an SMM patrol consisting of six members and two armoured vehicles was stationary, preparing for a scheduled flight of its mid-range unmanned aerial vehicle (UAV) while positioned on road H15, 2km east of a checkpoint of the armed formations east of Kreminets (non-government controlled, 16km south-west of Donetsk). Just before that, a blue Lada car (with plates AA237 and with “police” markings in Russian) travelling west to east turned around towards the SMM. Three men (one in camouflage clothing, two in blue police-type attire) then emerged from the car, each carrying an assault rifle (AK-variant, hanging down over their shoulders), and approached the patrol. The man in camouflage clothing introduced himself (in Russian) as a “commander of a special unit”. He said it was a “no-fly zone” and that they were not informed of the SMM’s activities with the UAV. The SMM explained the mandate of the Mission and its activities, including the operation of UAVs.

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The Mission followed up on a civilian car carrying a family that was struck by a ricocheted bullet at the entry-exit checkpoint in Marinka. The Mission recorded ceasefire violations near the Stanytsia Luhanska and Petrivske disengagement areas and observed military presence in the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as near Verkhnoshyrokivske and Kovske.* The SMM observed weapons in violation of agreed withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station; it also facilitated and monitored adherence to the ceasefire to enable repairs to critical civilian infrastructure in Donetsk and Luhansk regions. The SMM observed public gatherings marking the European Union’s Anti-Trafficking Day in Kyiv, Sievierodonetsk, Mariupol, Lviv and Chernivtsi.
