The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed a fresh impact site on the eastern edge of Popasna. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Voznesenivka in Luhansk region, at the border with the Russian Federation*.

The Mission observed damage as a result of shelling in Loskutivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and inside the Petrivske disengagement areas. In Odessa, the SMM followed up on reports of an attack against a member of an anti-Maidan group and observed a gathering in front of the Russian Federation Consulate-General.

The SMM followed up on reports of a civilian casualty and damage to properties from gunfire in Dokuchaievsk and a residential area in Sakhanka. The SMM monitored the security situation and successfully facilitated the access of Voda Donbassa water company employees to and from the Donetsk Filtration Station (DFS), as well as of repair works to the DFS and demining activities around the station. Due to ceasefire violations registered in the area and the presence of explosive devices near the DFS, the Mission decided to suspend and review its facilitation of the physical access of DFS employees through enhanced SMM presence. On 21 November and 22 November, the SMM saw that an area in Luhansk city, with radius of up to approximately to 600m from 38 Lunacharskoho Street, was cordoned off (see SMM Daily Report 22 November 2017). On both days, inside the cordoned-off area, the SMM saw about 100 unidentified armed persons, most of them masked (or hiding their faces) and wearing white tape stripes on both arms. Spot Report by the Special Monitoring Mission to Ukraine (SMM): Artillery fired less than 500m from SMM’s forward patrol base in Popasna

On 13 December at 00:05, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard ten explosions assessed as outgoing artillery fire 200-500m west to west-north-west, and smelt propellant. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately entered the base’s basement shelter. At 00:36, one of the monitoring officers left the shelter to assess the security situation and heard three explosions assessed as outgoing artillery fire and saw three muzzle flashes 200-500m west to west-north-west. A representative of the military-civil administration in Popasna then told the SMM by telephone about heavy shelling occurring near Popasna and recommended it to remain in the shelter. The Mission noted that shelling ceased at 01:20 and then resumed from 01:45 until 02:20. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near and indications of new military presence in the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as at a border area outside government control in Luhansk region and in Markyne. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure on both sides of the contact line. In Zakarpattia and in Lviv, the SMM monitored gatherings related to a recent attack against members of the Roma community in the latter. In Kyiv, it observed a gathering celebrating the Day of the Crimean Tatar Flag.

Spot Report: Explosions occur less than 600m from SMM’s forward patrol base in Popasna

At around 19:15 on 18 December, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard five undetermined explosions 500-600m north-east, followed by three explosions assessed as outgoing rounds of undetermined weapons within 1.5km south-west. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately gathered near the base’s basement shelter and remained there the entire evening. At around 19:50, the SMM, via telephone, informed Ukrainian Armed Forces and Russian Federation Armed Forces officers of the Joint Centre for Control and Co-ordination (JCCC) of the shelling; the latter told the Mission to contact the armed formations directly...
