Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed a fresh impact site on the eastern edge of Popasna. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Voznesenivka in Luhansk region, at the border with the Russian Federation*.

The SMM recorded a sharp increase in ceasefire violations in Donetsk region and fewer ceasefire violations in Luhansk region, compared with the previous reporting period. The Mission observed damage as a result of shelling in Loskutivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and inside the Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including in Dovhe and near Izvaryne in Luhansk region, at the border with the Russian Federation.*

The SMM observed fresh damage caused by shelling in a residential area of Myronivskyi. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area, as well as near the Zolote and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three areas.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa water company employees; it heard ceasefire violations in the area despite security guarantees. The SMM continued to facilitate and monitor repairs to high-voltage power lines near Almazna and a water pumping station near Artema.

The Mission continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa water company employees; it heard ceasefire violations in the area despite security guarantees. The SMM continued to facilitate and monitor repairs to high-voltage power lines near Almazna. In Kyiv, the SMM observed a group of people preventing a public discussion from taking place, and followed up on reports of vandalism to the office of a non-governmental organization. In Odessa, the SMM followed up on reports of an attack against a member of an anti-Maidan group and observed a gathering in front of the Russian Federation Consulate-General.

An SMM patrol comprising two armoured vehicles and six members were stopped by armed men at a checkpoint near “DPR”-controlled Verkhnoshyrokivske (formerly Oktiabr, 29km north-east of Mariupol) at 09:57.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions between the evenings of 11 and 12 May compared with the previous reporting period. Between the evenings of 12 and 13 May, it recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous 24 hours. The SMM followed up on reports of a civilian casualty and damage to properties from gunfire in Dokuchaievsk and a residential area in Sakhanka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas and its access remained restricted there and elsewhere, including again in Kozatske and at a location near the border with the Russian Federation.* It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, despite security guarantees being provided. The SMM continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka. In Lviv, the SMM followed up on reports of an attack against members of the Roma community....

The Mission continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa water company employees in order to keep the station operational. It heard ceasefire violations close by, despite security guarantees, and immediately left the location and suspended operations in the area of the station. In Betmanove, the Mission followed up on reports of civilian casualties. The SMM followed up on reports of fresh damage to civilian properties caused by small-arms and automatic-grenade-launcher fire in Zolote-4. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including in Novolaspa and Kreminets.* The SMM observed weapons in violation of withdrawal lines near Vidrodzhennia. The SMM continued to facilitate and monitor repairs to high-voltage power lines near Almazna and to the water pipeline in Obozne. The SMM continued to follow up on media reports of arson at a Roma community camp near Lviv. In Ostroh in Rivne region, the SMM followed up on reports of a break-in at a chapel at a Jewish cemetery. The SMM also followed up on media reports of a raid by the Security Service of Ukraine on the offices of RIA Novosti in Kyiv...

The SMM observed fresh damage caused by gunfire and shelling in residential areas of Hranitne, Kozatske and Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske and Stanytsia Luhanska disengagement areas. Its access remained restricted in all three areas and it was restricted also at a checkpoint near Novoazovsk.* Two SMM long-range unmanned aerial vehicles (UAV) were jammed while flying near Horlivka.* The SMM observed weapons in violation of withdrawal lines in Verkhnoshyrokivske, Pikuzy, Bezimenne, Miusynsk and Fashchivka. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period; it recorded explosions assessed as impacts of multiple launch rocket system rounds near the Donetsk Filtration Station (DFS). The Mission heard an explosion less than 300m from its forward patrol base in Svitlodarsk. The SMM observed fresh damage caused by shelling in residential areas of Mykolaivka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three areas and it was also restricted at a checkpoint near Debaltseve, as well as near Izvaryne and Sievernyi at the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines in Luhansk city. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 18 and 19 May compared with the previous reporting period. Between the evenings of 19 and 20 May, it recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk regions compared with the previous 24 hours. The SMM observed damage caused by gunfire to civilian properties in Pikuzy and Kriakivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it heard an explosion inside the Zolote disengagement area 300-500m from SMM patrols.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission heard small-arms fire 100m from its position near Kriakivka. Small-arms fire hit an SMM mini-unmanned aerial vehicle which fell to the ground near Vesela Hora.* The SMM observed fresh damage caused by shelling in Avdiivka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area and explosions assessed as rounds of multiple launch rocket system near the Stanytsia Luhanska disengagement area.

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM followed up on reports of a casualty in Marinka near the contact line. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, where it recorded ceasefire violations inside the Stanytsia Luhanska disengagement area and near the Zolote and Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including at a checkpoint in Verkhnoshyrokivske.* The SMM continued to facilitate the access of Voda Donbassa water company employees and others to the Donetsk Filtration System to assess damage and facilitate repair works which were completed by 17:00. The SMM continued to facilitate and monitor repairs to high-voltage power lines near Yuzhna-Lomuvatka, Almazna, and Veselohorivka. The Mission also monitored a gathering in Kharkiv in front of the Consulate General of the Russian Federation.

The SMM recorded more ceasefire violations in Donetsk region and Luhansk region compared with the previous reporting period. Small arms were again fired near an SMM patrol, near Molodizhne. The Mission followed up on reports of civilian casualties in Troitske, Svatove, Marinka, Kruta Balka and Zaitseve. It also followed up on reports of a collapsed bridge and injuries to civilians near Ivanivka, and reports of shelling near a residential area of Talakivka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted in all three areas and elsewhere, including near Voznesenivka at the border with the Russian Federation, at a checkpoint near Khreshchatytske, and near Ivanivka. The SMM observed weapons in violation of withdrawal lines near Teple, Kalynove, Vrubivka, Vodiane and Bohoiavlenka. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station to facilitate repair works and keep it operational; it heard ceasefire violations in the area, despite security guarantees. The SMM also continued to monitor and facilitate repairs to the Petrivske pumping station near Artema and high-voltage power lines near Yuzhna-Lomuvatka. In Kyiv, the SMM monitored a public gathering.

The Mission followed up on reports about an explosion in a bus in Debaltseve in which a boy died and three other teenagers were injured. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It recorded explosions of mortar rounds inside the Zolote disengagement area as well as ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in all three areas. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station to facilitate repair works and demining activity in order to keep the station operational; it heard ceasefire violations in the area, despite security guarantees. It recorded ceasefire violations in the Petrivske disengagement area and near the Stanytsia Luhanska and Zolote disengagement areas. The Mission’s access remained restricted in all three areas, as well as in Pikuzy, Sosnivske, at a heavy weapons holding area in a non-government-controlled area of Donetsk region and near Leonove, near the border with the Russian Federation. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission heard and saw an explosion about 200m away near Nelipivka. The SMM followed up on reports of a civilian casualty in Zaitseve. The Mission observed fresh damage caused by shelling in a residential area in Chermalyk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. The Mission’s access remained restricted in all three areas and elsewhere, including near Izvaryne at the border with the Russian Federation and at a heavy weapons holding area in a non-government-controlled part of Donetsk region. The SMM observed weapons in violation of withdrawal lines near Boikivske, Miusynsk, Myrne, Donetskyi and Sentianivka. It continued to facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station and monitor the security situation as well as facilitate repair works and demining activities in order to keep the station operational; it heard ceasefire violations in the area, despite security guarantees. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle near Krynychanske. The SMM followed up on reports of a civilian casualty in Holmivskyi. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. It heard an explosion and saw dark grey smoke 200-300m from its position near the Petrivske disengagement area. The Mission’s access remained restricted in all three disengagement areas and elsewhere, including near Izvaryne and Dovzhanske at the border with the Russian Federation. The SMM observed weapons in violation of withdrawal lines near Novotroitske, Mykolaivka and Novoselivka. The Mission’s facilitation of the access of Voda Donbassa water company employees to the Donetsk Filtration Station and of repair works and demining activities in the area, in order to keep the station operational, was interrupted due to ceasefire violations in the area, despite security guarantees. The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 1 and 2 June, compared with the previous reporting period. Between the evenings of 2 and 3 June, the SMM recorded a similar number of ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region, compared with the previous 24 hours. Small arms fire was directed at an SMM mini-unmanned aerial vehicle near non-government-controlled Teplychne in Luhansk region. The SMM followed up on a civilian casualty near Panteleimonivka. The Mission saw fresh damage as a result of shelling to a house in Chermalyk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas. The Mission’s access remained restricted in all three disengagement areas and elsewhere, including at a permanent storage site in a non-government-controlled area of Donetsk region. The SMM continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS) as well as demining near the DFS. The SMM heard ceasefire violations near the DFS, despite security guarantees. It continued to monitor and facilitate repairs to high-voltage power lines near Yuzhna-Lomuvatka, Almazna and Veselohorivka. In Kyiv, the SMM observed two peaceful public gatherings.

The Mission’s access remained restricted in all three disengagement areas and was also restricted near Izvaryne, an area in Luhansk region near the border with the Russian Federation. The SMM saw weapons in violation of withdrawal lines on both sides of the contact line near Vodiane, Bohoiavlenka, Sentianivka and in Luhansk city. The SMM’s monitoring and facilitation of the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS), as well as demining activities near the DFS, was interrupted after the SMM heard ceasefire violations in nearby areas. The Mission continued to monitor and facilitate repairs to the Petrivske pumping station in Artema.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle (UAV) near Zaitseve and an SMM long-range UAV was jammed near Horlivka. The SMM followed up on reports of two civilian casualties, in Vozdvyzhenka and in an area close to the contact line. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near all three disengagement areas. The Mission’s access remained restricted in all three disengagement areas and was also restricted near Siedove, an area in Donetsk region near the border with the Russian Federation. The SMM monitored the security situation and successfully facilitated the access of Voda Donbassa water company employees to and from the Donetsk Filtration Station (DFS), as well as of repair works to the DFS and demining activities around the station. Due to ceasefire violations registered in the area and the presence of explosive devices near the DFS, the Mission decided to suspend and review its facilitation of the physical access of DFS employees through enhanced SMM presence. It continued to monitor and facilitate repairs to the Petrivske pumping station in Artema.

On 21 November and 22 November, the SMM saw that an area in Luhansk city, with radius of up to approximately to 600m from 38 Lunacharskoho Street, was cordoned off (see SMM Daily Report 22 November 2017). On both days, inside the cordoned-off area, the SMM saw about 100 unidentified armed persons, most of them masked (or hiding their faces) and wearing white tape stripes on both arms. On 13 December at 00:05, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard ten explosions assessed as outgoing artillery fire 200-500m west to west-north-west, and smelt propellant. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately entered the base’s basement shelter. At 00:36, one of the monitoring officers left the shelter to assess the security situation and heard three explosions assessed as outgoing artillery fire and saw three muzzle flashes 200-500m west to west-north-west. A representative of the military-civil administration in Popasna then told the SMM by telephone about heavy shelling occurring near Popasna and recommended it to remain in the shelter. The Mission noted that shelling ceased at 01:20 and then resumed from 01:45 until 02:20. Between 00:05 and 02:20, the SMM, while in the shelter, heard approximately 60 undetermined explosions at an undetermined distance and direction...
