The SMM recorded more ceasefire violations in Donetsk region and fewer violations in Luhansk region compared with the previous reporting period. The SMM followed up on three civilian casualties from unexploded ordnance near Hranitne and Horlivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and observed new firing positions and a freshly dug trench inside the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as near Oleksandrivske, Starolaspa, Bezimenne and Siedove, and again in Zaichenko. The SMM observed weapons in violation of withdrawal lines near Vershyna, Zolote-3/Stakhanovets and Donetskyi. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Zalizne, Popasna and Artema. In Luhansk city, the SMM observed over 100 large boxes being offloaded from trucks labelled “Humanitarian Aid from the Russian Federation”. In Kyiv, the SMM monitored a procession organized by the Ukrainian Orthodox Church of up to 70,000 people to commemorate the adoption of Christianity.

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous reporting period and a similar number of ceasefire violations in Luhansk region compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as, again, in Zaichenko in southern Donetsk region and at a border crossing point near Izvaryne, near the border with the Russian Federation.*

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations inside the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas, as well as in Starolaspa.* The SMM observed weapons in violation of withdrawal lines near Vesele, Svobodne, Khrustalnyi, Novoamvrosiivske and Starolaspa. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Zalizne, Stanytsia Luhanska and Novotoshkivske, as well as in Popasna.

The SMM recorded more ceasefire violations in Donetsk region compared with the previous reporting period and one ceasefire violation in Luhansk region. The Mission followed up on reports of a civilian casualty in Dokuchaievsk and observed fresh damage in one of its residential areas. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Zalizne, Bolotene, Stanytsia Luhanska and Novotoshkivske, as well as in Popasna.

The SMM recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region, compared with the previous 24 hours. Small-arms fire was assessed as directed at an SMM mini-unmanned aerial vehicle in Artema. The Mission followed up on two civilian casualties caused by an explosion in a courtyard in Marinka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded a ceasefire violation near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas and Shchastia, as well as again near Zaichenko and Bezimenne in non-government-controlled areas of southern Donetsk region. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM saw demining near road T-1314 north of Shyrokyi. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Artema, Zalizne, Nelipivka and Novotoshkivske. In Odessa, the SMM saw anti-Semitic graffiti.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 20 and 21 July compared with the previous reporting period. Between the evenings of 21 and 22 July, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three areas as well as, again, near Zaichenko and Bezimenne in non-government-controlled areas of southern Donetsk region. The SMM observed a weapon in violation of withdrawal lines near Vrubivka. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Nelipivka and Novotoshkivske. In Dnipropetrovsk region, the SMM observed 30 young adults participating in a parade aimed at promoting human rights regardless of sexual orientation or gender identity.

The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded a ceasefire violation near the Zolote disengagement area. Its access remained restricted in all three areas as well as, again, near Verkhnoshyrokivske, Siedove and Bezimenne in non-government-controlled areas of southern Donetsk region. The SMM observed a weapon in violation of withdrawal lines near Korsun. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to critical civilian infrastructure near Nelipivka, Zalizne, Bolotene, Novotoshkivske and Zolote-5. It observed again that the wooden ramps on the broken section of the Stanytsia Luhanska bridge were unstable...

The SMM recorded more ceasefire violations in Donetsk and fewer in Luhansk region, compared with the previous reporting period. Machine gun rounds were fired in the direction of an SMM long-range unmanned aerial vehicle in Khrustalnyi. The SMM observed damage to civilian properties in a residential area of Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Petrivske disengagement areas. Its access remained restricted in all three areas, as well as in areas of Donetsk region outside government control near Zaichenko and Bezimenne. The SMM heard explosions (assessed as outgoing mortar rounds) and small-arms fire about 100m from its position in a residential area of non-government-controlled Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; its access remained restricted in all three areas. It was again restricted in areas of Donetsk region outside government control near Zaichenko and Bezimenne, as well as in Voznesenivka, an area of Luhansk region close to the border with the Russian Federation. Between the evenings of 14 and 15 July, the SMM recorded fewer ceasefire violations in Donetsk region and the same number of ceasefire violations in Luhansk region, compared with the previous 24 hours. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; its access remained restricted in all three areas. It was also restricted in areas of Donetsk region outside government control, including again near Zaichenko and Bezimenne, and in Horlivka. The Mission observed weapons in violation of withdrawal lines near Novozvanivka. The SMM recorded fewer ceasefire violations in Donetsk region, compared with the previous reporting period, and no ceasefire violations in Luhansk region. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle (UAV) near Lozove and at an SMM long-range UAV near Sakhanka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it again observed military presence inside the Zolote disengagement area and saw a white signal flare fired near a checkpoint south of the Stanytsia Luhanska bridge. The SMM’s access remained restricted in all three disengagement areas.* It was also restricted in areas of Donetsk region outside government control near Lozove, Zaichenko and Bezimenne.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. An SMM long-range UAV recorded outgoing explosions and impacts close to a position of the Ukrainian Armed Forces near Sakhanka, while a position of the armed formations was only about 260m away. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure near Zalizne, Zaitseve, Novotoshkivske, Zhovte and Stanytsia Luhanska.

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The SMM followed up on reports of civilian casualties in Krasnohorivka and Zoria. The Mission followed up on reports that a 14-year-old boy had been injured by the explosion of an object, which he had picked up in Zlatoustivka. It also followed up on reports of recent damage caused by shelling in a residential area of Zolote-4/Rodina. Between the evenings of 7 and 8 July the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it saw a recent trench inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas. It was also restricted in Zaichenko, Starolaspa and Olenivka, as well as at a permanent storage site in a non-government-controlled area of Donetsk region and a heavy weapons holding area in a government-controlled area of Donetsk region. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed fresh damage from gunfire to a house in Yasynuvata. It continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. The Mission’s access remained restricted in all three disengagement areas and was restricted again near Zaichenko and Bezimenne, as well as in Kruta Balka and at a weapons permanent storage site in a non-government-controlled area. The SMM observed weapons in violation of withdrawal lines near Starolaspa and Marinka. The Mission continued to facilitate the operation of the Donetsk Filtration Station (DFS), including through monitoring the security situation around the station; it heard explosions close to the station despite explicit security guarantees. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle near Zhovte. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske disengagement area and near the Zolote disengagement area, where an SMM camera recorded two explosions in close proximity. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 29 and 30 June, compared with the previous reporting period. Between the evenings of 30 June and 1 July – and following a recommitment to the ceasefire – the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM observed fresh damage caused by gunfire in a residential area of Yasynuvata. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it saw a fresh crater and again Ukrainian Armed Forces personnel inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas and was restricted also in Kozatske, near Izvaryne at the border with the Russian Federation and on three occasions in Zaichenko. The Mission observed weapons in violation of withdrawal lines near Muratove. At around 19:15 on 18 December, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard five undetermined explosions 500-600m north-east, followed by three explosions assessed as outgoing rounds of undetermined weapons within 1.5km south-west. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately gathered near the base’s basement shelter and remained there the entire evening. At around 19:50, the SMM, via telephone, informed Ukrainian Armed Forces and Russian Federation Armed Forces officers of the Joint Centre for Control and Co-ordination (JCCC) of the shelling; the latter told the Mission to contact the armed formations directly...

The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near and indications of new military presence in the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as at a border area outside government control in Luhansk region and in Markyne. On 13 December at 00:05, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard ten explosions assessed as outgoing artillery fire 200-500m west to west-north-west, and smelt propellant. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately entered the base’s basement shelter. At 00:36, one of the monitoring officers left the shelter to assess the security situation and heard three explosions assessed as outgoing artillery fire and saw three muzzle flashes 200-500m west to west-north-west. A representative of the military-civil administration in Popasna then told the SMM by telephone about heavy shelling occurring near Popasna and recommended it to remain in the shelter. The Mission noted that shelling ceased at 01:20 and then resumed from 01:45 until 02:20. Between 00:05 and 02:20, the SMM, while in the shelter, heard approximately 60 undetermined explosions at an undetermined distance and direction...

The SMM recorded fewer ceasefire violations in Donetsk region, however more in Luhansk region between the evenings of 22 and 23 June compared with the previous reporting period. Between the evenings of 23 and 24 June, the SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous 24 hours. The Mission followed up on reports of civilian casualties in Yasynuvata and Dokuchaievsk. It observed fresh damage caused by shelling in a residential area of Pikuzy. In Pivdenne, the SMM observed the presence of Ukrainian Armed Forces in residential areas and heard about the lack of basic services in the area. On 21 November and 22 November, the SMM saw that an area in Luhansk city, with radius of up to approximately to 600m from 38 Lunacharskoho Street, was cordoned off (see SMM Daily Report 22 November 2017). On both days, inside the cordoned-off area, the SMM saw about 100 unidentified armed persons, most of them masked (or hiding their faces) and wearing white tape stripes on both arms. In the same area, the SMM also saw four stationary armoured personnel carriers (APC) (one at each location) in Kotelnykova (BTR-variant), Lermontova Street (BTR-variant), Kotelnykova Street (BTR-80), and at Polskoho Street (BTR-70)...

Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle (UAV) near Zaitseve and an SMM long-range UAV was jammed near Horlivka. The SMM followed up on reports of two civilian casualties, in Vozdvyzhenka and in an area close to the contact line. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near all three disengagement areas. The Mission’s access remained restricted in all three disengagement areas and was also restricted near Siedove, an area in Donetsk region near the border with the Russian Federation. The SMM monitored the security situation and successfully facilitated the access of Voda Donbassa water company employees to and from the Donetsk Filtration Station (DFS), as well as of repair works to the DFS and demining activities around the station. Due to ceasefire violations registered in the area and the presence of explosive devices near the DFS, the Mission decided to suspend and review its facilitation of the physical access of DFS employees through enhanced SMM presence. It continued to monitor and facilitate repairs to the Petrivske pumping station in Artema.
