The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM observed weapons in violation of agreed withdrawal lines on both sides of the contact line. It recorded ceasefire violations and saw Ukrainian Armed Forces personnel inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas; it was also restricted near Novoazovsk, an area close to the border with the Russian Federation, and again near Yuzhna-Lomuvatka and Bezimenne. The SMM monitored adherence to the ceasefire to enable demining activities near Nyzhnoteple and Zolote-2/Karbonit. It facilitated repairs to civilian infrastructure near Artema and in Krasnohorivka, as well as to residential houses in Marinka and Krasnohorivka...

On 27 and 28 October, the SMM followed up on its lost long-range unmanned aerial vehicle (UAV). The UAV had gone missing on 27 October at night while it was flying over an area south-east of Nyzhnokrynske (non-government-controlled, 66km east of Donetsk) following a convoy of seven trucks near the border with the Russian Federation (see SMM Spot Report 27 October 2018)...

Between the evenings of 27 and 28 October, the Mission recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. The Mission followed up on its long-range UAV that had gone missing near non-government-controlled Nyzhnokrynske. Small-arms fire was assessed as aimed at an SMM unmanned aerial vehicle near Metalist. The SMM saw weapons in violation of agreed withdrawal lines near Novookhtyrka and Novoaidar. It recorded ceasefire violations assessed as inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk and Yuzhna-Lomuvatka. The SMM monitored adherence to the ceasefire to enable demining activities near Nyzhnoteple and Zolote-2/Karbonit and facilitated repairs to damaged houses in Marinka and Krasnohorivka. At 01:18 on 27 October, while flying over an area near Kalynove (non-government-controlled, 72km east of Donetsk), an SMM long-range unmanned aerial vehicle (UAV) spotted a surface-to-air missile system (9K33 Osa) and a fuel truck east of Nyzhnokrynske (non-government-controlled, 66km east of Donetsk).

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous reporting period. The SMM observed damage to a civilian property in the Trudivski area of Donetsk city’s Petrovskyi district. It recorded small-arms fire inside the Zolote disengagement area. The SMM saw weapons in violation of withdrawal lines near Khoroshe. The SMM’s access remained restricted in all three disengagement areas.* The Mission continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske pumping station near Artema, power lines in Berehove, houses in Marinka, Krasnohorivka and Avdiivka, as well as to enable demining activities near Nyzhnoteple.

The Mission observed a convoy of trucks marked, “Humanitarian Aid from the Russian Federation”, in a non-government-controlled area of Donetsk region.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM facilitated and monitored the recovery of the bodies of a man and a woman from a location near the neighbourhood of Vilnyi, between Zolote-4/Rodina and Zolote-5/Mykhailivka in Luhansk region. The SMM’s access remained restricted in all three disengagement areas as well as again near Zaichenko, Novoazovsk, Lebedynske and Alchevsk.* The SMM saw weapons in violation of withdrawal lines near Miusynsk. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to critical civilian infrastructure on both sides of the contact line in Donetsk and Luhansk regions, as well as to enable demining in Zolote-2/Karbonit and Nyzhnoteple. The SMM followed up on reports of a fire at a café in Odessa.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. It recorded ceasefire violations assessed as inside the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko, Bezimenne, Novoazovsk, Lebedynske, Alchevsk and Bohdanivka.* The SMM facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske and Aidar water pumping stations, a gas pipeline near Yasynuvata and the Krasnohorivka gas distribution station, as well as to enable demining in Zolote-2/Karbonit and Nyzhnoteple.

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 19 and 20 October, compared with the previous reporting period. Between the evenings of 20 and 21 October, the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM followed up on reports of civilian casualties in a location between Zolote-4/Rodina and Zolote-5/Mykhailivka. It observed damage to civilian infrastructure in Novoluhanske and to a tent caused by bullets near the entry-exit checkpoint in Maiorsk. It recorded ceasefire violations assessed as inside the Zolote disengagement area and near the Stanytsia Luhanska and Petrivske disengagement areas. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk, Lebedynske and Yuzhna-Lomuvatka as well as Izvaryne, near the border with the Russian Federation. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to the Petrivske pumping station and to a water pipeline between Zolote and Popasna. In Lviv, it monitored a peaceful gathering in front of the Prosecutor’s office.юю

The Mission recorded ceasefire violations near the Stanytsia Luhanska and Petrivske disengagement areas and observed enhanced military and military-type presence inside the Petrivske disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as in Staromykhailivka and near Bezimenne.* The SMM observed weapons in violation of agreed withdrawal lines near Pyshchevyk. The Mission followed up on a civilian car carrying a family that was struck by a ricocheted bullet at the entry-exit checkpoint in Marinka. The Mission recorded ceasefire violations near the Stanytsia Luhanska and Petrivske disengagement areas and observed military presence in the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as near Verkhnoshyrokivske and Kovske.* The SMM observed weapons in violation of agreed withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station; it also facilitated and monitored adherence to the ceasefire to enable repairs to critical civilian infrastructure in Donetsk and Luhansk regions. The SMM observed public gatherings marking the European Union’s Anti-Trafficking Day in Kyiv, Sievierodonetsk, Mariupol, Lviv and Chernivtsi.

Small-arms fire was directed at an SMM mini-unmanned aerial vehicle near Zolote-5/Mykhailivka. The Mission recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. The SMM observed weapons in violation of the agreed withdrawal lines on both sides of the contact line. The Mission’s access remained restricted in all three disengagement areas as well as near Verkhnoshyrokivske and Valianivske.* An SMM long-range unmanned aerial vehicle again spotted vehicles in a non-government-controlled area of Donetsk region moving on a dirt road in the middle of the night away from and towards the border with the Russian Federation where there are no border crossing facilities. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Zolote-5/Mykhailivka, the SMM continued to follow up on two fatalities caused by shelling. The Mission observed damage caused by shelling in a residential area of Zolote-4/Rodina. The SMM heard and saw explosions and heard small-arms fire near the SMM inside the Zolote disengagement area. The Mission recorded ceasefire violations near the Stanytsia Luhanska disengagement area and saw newly dug trenches in the Petrivske disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko, Verkhnoshyrokivske, Bezimenne, Volnovakha and at a railway station in Voznesenivka, near the border with the Russian Federation.* The SMM facilitated and monitored adherence to the ceasefire to enable demining in Zolote 2/Karbonit. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 12 and 13 October, compared with the previous reporting period. Between the evenings of 13 and 14 October, the Mission recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Zolote-5/Mykhailivka, the SMM followed up on reports of civilian casualties and observed damage caused by shelling. The Mission also observed damage caused by shelling and gunfire in residential areas of Yasynuvata and Chermalyk. It recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska and Petrivske disengagement areas. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk and Leonove, near the border with the Russian Federation.* The Mission observed weapons in violation of the agreed withdrawal lines on both sides of the contact line. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. It observed a fresh crater caused by shelling in a residential area of Sakhanka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and observed ceasefire violations near the Petrivske and Zolote disengagement areas. An SMM patrol heard and saw an explosion near Pervomaisk, approximately 300m west of its location. The SMM’s access remained restricted in all three disengagement areas as well as near Siedove, Novoazovsk and Voznesenivka, near the border with the Russian Federation.* The SMM observed weapons in violation of the agreed withdrawal lines near Pidlisne. An SMM long-range unmanned aerial vehicle again spotted vehicles, including a truck carrying an armoured personnel carrier, entering and exiting Ukraine via an unpaved road in a non-government-controlled area of Donetsk region near the border with the Russian Federation where there are no border crossing facilities. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to critical civilian infrastructure near Zalizne, Sakhanka, Artema, Donetskyi, Zolote-5/Mykhailivka and Krasnyi Lyman, as well as to enable demining in Zolote 2/Karbonit. In Kharkiv, the SMM observed a protest at an event hosted by an organization advocating for the rights of the LGBT community.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. It observed fresh bullet impacts at a forward position of the Ukrainian Armed Forces in the Stanytsia Luhanska disengagement area and again observed military positions inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as again near Zoria and Verkhnoshyrokivske.* The SMM observed weapons in violation of the agreed withdrawal lines on both sides of the contact line. An SMM long-range unmanned aerial vehicle again spotted vehicles (including one carrying an anti-aircraft gun) in a non-government-controlled area of Donetsk region moving on a dirt road towards the border with the Russian Federation where there are no border crossing facilities; the SMM recalled the unmanned aerial vehicle due to multiple instances of GPS signal loss assessed as jamming. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to critical civilian infrastructure near Zalizne, Marinka, Artema, Vesela Hora, Donetskyi, Krasnyi Lyman and Zolote-5/Mykhailivka, as well as to enable demining in Zolote 2/Karbonit. The SMM observed gatherings in protest of low salaries and high utility costs in Lviv, Dnipro and Ivano-Frankivsk and an evacuation caused by a bomb threat in Kherson.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. The Mission continued to facilitate the operation of the Donetsk Filtration Station; it heard small-arms fire overhead, despite security guarantees having been provided. The SMM followed up on reports that a man had been injured by an explosion while handling an explosive device in Lutuhyne.

At 8:59 on 10 October, an SMM patrol consisting of five members and two armoured vehicles was positioned on road H-20 approximately 1.5km south of Kamianka (government controlled, 20km north of Donetsk), and 3km north of the Donetsk Filtration Station.

The SMM recorded more ceasefire violations in Donetsk region but fewer ceasefire violations in Luhansk region, compared with the previous reporting period. The Mission followed up on reports of casualties in Maiorove and Zolote-5/Mykhailivka. The SMM observed damage as a result of shelling in Zolote-5/Mykhailivka. It continued monitoring all three disengagement areas, where its access remained restricted. The SMM’s access was also again restricted near Yuzhna-Lomuvatka and Verkhnoshyrokivske.* The SMM saw weapons in violation of the agreed withdrawal lines near Ocheretyne, Smolianynove and Metolkine. The Mission observed newly laid mines on both sides of the contact line. It continued to facilitate the operation of the Donetsk Filtration Station. The SMM also facilitated and monitored adherence to the ceasefire to enable repairs to the phenol sludge reservoir near Zalizne and to the Petrivske pumping station near Artema.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The Mission followed up on reports of a woman who died due to natural causes at a checkpoint of the armed formations in Horlivka. It continued monitoring all three disengagement areas and recorded ceasefire violations inside and near the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas and was also restricted near Yuzhna-Lomuvatka, Staromarivka and Syvash, as well as in Michurine, at a heavy weapons holding area in a government-controlled area of Donetsk region, and again near Zaichenko.

The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions between the evenings of 5 and 6 October, compared with the previous reporting period. Between the evenings of 6 and 7 October, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM saw damage caused by shelling to a farm near Novoluhanske. The SMM continued monitoring all three disengagement areas; it recorded ceasefire violations inside the Stanytsia Luhanska and Zolote disengagement areas. Its access remained restricted in all three disengagement areas; it was also restricted near Novoazovsk, near the border with the Russian Federation, and again near Zaichenko. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 28 and 29 September, compared with the previous reporting period. Between the evenings of 29 and 30 September, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM followed up on reports of children killed and injured by an explosion in Horlivka, as well as a person injured and damage caused by an explosion in Donetsk city. The Mission recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk, Tavrycheske, Bezimenne, Yuzhna-Lomuvatka and Izvaryne.* The SMM observed weapons in violation of agreed withdrawal lines in the Petrivske disengagement area and near Dokuchaievsk. The SMM continued to facilitate the operation of the Donetsk Filtration Station and also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne. The Mission monitored public gatherings in Mariupol, and followed up on reports of water contamination in Makiivka.

In Pikuzy, the Mission followed up on reports of civilian casualties and observed fresh damage caused by shelling. In Pervomaisk, the SMM observed fresh damage caused by shelling. The Mission recorded a ceasefire violation inside the Zolote disengagement area. The Mission observed that the entry-exit checkpoint near Stanytsia Luhanska re-opened following construction and repair works and civilians have resumed crossing. The SMM saw multiple launch rocket systems in violation of withdrawal lines near Khrustalnyi. It saw, for the first time, a mine and a hand grenade near Verkhnoshyrokivske. The SMM recorded ceasefire violations inside and near the Zolote disengagement area and near the Stanytsia Luhanska disengagement area.
