Daily and spot reports from the Special Monitoring Mission to Ukraine

In the city of Donetsk and in Makeevka (25km north-east of Donetsk city), in “DPR”-controlled territory, the SMM observed convoys of heavy weapons and tanks. At the time of reporting, the SMM could hear heavy, outgoing shelling to the north and northwest of the city’s outskirts, which had started at 14:45hrs.

The SMM recorded four ceasefire violations in the wider area of Donetsk airport and no ceasefire violations in Luhansk region...

On 5 November, at 18:02hrs, a Ukrainian military representative from the Joint Centre for Control and Co-ordination (JCCC) in Debaltseve informed the SMM about shelling and fatalities on Stepanenko Street, three kilometres north-west of the city centre of Donetsk. On 6 and 7 November the SMM visited the site of the reported incident, where it identified ten craters. Nearby shelling forced the SMM to leave the area.

The SMM was denied access to an “LPR”-controlled crossing point on the Ukraine-Russian Federation border, but recorded no ceasefire violations around Donetsk airport.

In Donetsk region, the SMM recorded a significant increase in ceasefire violations. Live-fire training continued in close proximity to the contact line, on both sides of it.

The SMM recorded in Donetsk region significantly fewer explosions than the previous day. In Luhansk, monitors registered a small number of training-related firing incidents.

Numerous anti-aircraft rounds were fired at an SMM UAV on 2 November 2014.

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”, including the Addendum. Its monitoring was restricted by the parties and security considerations*.The security situation remained volatile in parts of Donbas, in particular around Donetsk airport where the SMM recorded 145 explosions. In Luhansk region a number of training-related ceasefire violations were recorded.

On 15 November, the SMM observed a significant increase in the number of explosions and gunfire from its position at Donetsk railway station. The SMM received a number of reports about fatalities in shelling and mine incidents elsewhere in Donetsk region. It followed up on reports about three incidents involving explosives in Uzhhorod. The SMM observed no security incidents in relation to the second round of local elections which took place on 15 November.
