Compared with the previous reporting period, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region. The Mission recorded ceasefire violations inside the Zolote disengagement area. The Mission continued to observe hardship faced by civilians at checkpoints along the contact line near the Stanytsia Luhanska bridge. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure and damaged houses in Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas and elsewhere. The SMM was also restricted in Shevchenko, at a checkpoint of the armed formations in Bezimenne and near Dovzhanske, a non-government-controlled area of Luhansk region close to the border with the Russian Federation.

Compared with the previous reporting period, the SMM recorded a similar number of ceasefire violations in Donetsk region and fewer in Luhansk region. The Mission recorded ceasefire violations near the Zolote disengagement area. An SMM mid-range unmanned aerial vehicle was lost in Donetsk region. The Mission observed weapons in violation of the withdrawal lines in non-government-controlled areas. The SMM again saw mines near Novoluhanske and a mine hazard sign for the first time near Petrivske. The Mission continued to observe hardships faced by civilians at checkpoints along the contact line. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in both Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at a checkpoint of the armed formations in Zaichenko, as well as on roadways in Pervomaisk and near Korsun.

The Mission saw the body of a deceased man at the entry-exit checkpoint in Maiorsk and continued to observe hardships faced by civilians at checkpoints along the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in both Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted at checkpoints of the armed formations in Kreminets, as well as in southern Donetsk region near Verkhnoshyrokivske, Oleksandrivske, Novoazovsk and Zaichenko.

Compared with the previous reporting period, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region. The SMM saw fresh damage to a house in non-government-controlled Zolote-5/Mykhailivka and to two sheds in government-controlled Chermalyk. The Mission recorded ceasefire violations inside the Zolote disengagement area. The SMM saw fresh craters and pieces of unexploded ordnance near Molodizhne. The Mission continued efforts to locate its long-range UAV that crashed near the contact line in Donetsk region on 19 April. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in both Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also restricted near Zaichenko and near Verkhnoshyrokivske.

Compared with the previous reporting period, between the evenings of 19 and 20 April, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. Compared with the previous 24 hours, between the evenings of 20 and 21 April, the Mission recorded more ceasefire violations in Donetsk region and fewer in Luhansk region. An 11-year-old girl was injured by shelling in Zolote-5/Mykhailivka on 14 April. Small-arms fire was directed at an SMM mini-unmanned aerial vehicle near Kamianka. The SMM observed a weapon in a government-controlled area in violation of withdrawal lines. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in both Donetsk and Luhansk regions. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM’s access was also restricted near Zaichenko. The SMM saw fresh gunfire damage to inhabited houses in Trokhizbenka and Dokuchaievsk. The Mission recorded ceasefire violations inside the Zolote disengagement area. The SMM observed a weapon in violation of the withdrawal lines near Novoluhanske. It saw fresh craters near Novoluhanske, as well as anti-tank mines near Petrivske and Vesela Hora. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in both Donetsk and Luhansk regions and observed the restoration of the water supply to Dokuchaievsk following the completion of repairs to the Vasylivka water pumping station. Restrictions of the Mission’s access continued in all three disengagement areas. Compared with the previous 24 hours, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. The SMM saw fresh damage caused by gunfire to two apartments in Dokuchaievsk. The Mission recorded ceasefire violations near the Zolote disengagement area and again saw mines inside the Petrivske disengagement area. The SMM observed weapons in violation of the withdrawal lines on both side of the contact line. The Mission saw upgrades at the entry-exit checkpoints in Hnutove and Maiorsk. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in Donetsk and Luhansk regions, including close to the pumping station near Vasylivka, which reportedly resumed its operations. Restrictions of the Mission’s access continued in all three disengagement areas. The Mission was also restricted at checkpoints in non-government-controlled Zaichenko, Lukove, Tavrycheske and Bezimenne, as well as at a railway station in and a border crossing point outside government control near Voznesenivka.

Compared with the previous reporting period, between the evenings of 12 and 13 April, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. Compared with the previous 24 hours, between the evenings of 13 and 14 April, the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The Mission followed up on reports of a man injured by the explosion of a damaged cartridge in Dmytrivka. It saw fresh damage caused by gunfire in a residential area of Chermalyk. Small-arms fire was directed at SMM mini-unmanned aerial vehicles near Prymorske, Vershyna and Heivka.* The SMM recorded ceasefire violations inside the Zolote disengagement area. The Mission observed weapons in violation of the withdrawal lines near Vynohradne. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure in Donetsk and Luhansk regions. Restrictions of the SMM’s access continued in all three disengagement areas. In addition, the Mission was denied access at a heavy weapons holding area in a government-controlled area of Donetsk region and at a checkpoint near non-government-controlled Starolaspa.

The Mission saw buildings with signs that read “polling stations”. It noted a slight increase in the presence of armed formations in some areas of non-government controlled Donetsk city centre. Some civilians expressed concern to the SMM about “voting”...

Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. The SMM followed up on reports of a woman injured due to shelling in Staromykhailivka on 8 April and the death of a member of State Emergency Services near Maiorsk on 9 April. The Mission saw fresh damage from shelling in Zolote-3/Stakhanovets and fresh impact craters near populated areas in Orlivka. Shots were fired close to the Mission near a compound of the armed formations in Smile on 11 April. The SMM recorded a ceasefire violation inside the Zolote disengagement area. The Mission saw weapons in violation of withdrawal lines in non-government-controlled areas near Zernove, Michurine, Smile and Starolaspa. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure on both sides of the contact line. It heard ceasefire violations while monitoring adherence to the ceasefire to enable repairs to a water pipe near Kruta Balka. Two members of the State Emergency Services of Ukraine injured and one reportedly dead after the detonation of an explosive device near Maiorsk. The SMM observed damage from mortar rounds to residential houses in Trokhizbenka and damage from gunfire to residential houses in Pikuzy. It recorded ceasefire violations and military presence inside the Petrivske and Zolote disengagement areas, as well as mines seen for the first time in the Petrivske disengagement area. The SMM observed long queues of civilians at a checkpoint near Olenivka and saw that the entry-exit checkpoint in Hnutove had re-opened. On 27 and 28 October, the SMM followed up on its lost long-range unmanned aerial vehicle (UAV). The UAV had gone missing on 27 October at night while it was flying over an area south-east of Nyzhnokrynske (non-government-controlled, 66km east of Donetsk) following a convoy of seven trucks near the border with the Russian Federation (see SMM Spot Report 27 October 2018)...

The SMM saw fresh damage to residential buildings in Yasynuvata and Dokuchaievsk. The Mission recorded ceasefire violations and military hardware inside the Zolote disengagement area. The Mission saw weapons in violation of withdrawal lines on both sides of the contact line. A civilian car driven by men in military-style attire drove aggressively toward an SMM patrol twice. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement areas. It was also restricted at a checkpoint near Zaichenko.

Compared with the previous 24 hours, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region. The Mission followed up on reports of a man killed in Sakhanka due to shrapnel injuries, as well as a man and a woman injured in Pikuzy due to shelling, all in March. The SMM saw fresh damage to residential buildings and a school in Zolote-2/Karbonit and Zolote-5/Mykhailivka. It also observed fresh craters near Kalynove-Borshchuvate and Novotroitske. The Mission recorded ceasefire violations inside the Zolote disengagement area and near the Stanytsia Luhanska disengagement area. The SMM saw for the first time a piece of unexploded ordnance near Novobakhmutivka, unexploded ordnance and anti-tank mines near Marinka, an improvised explosive device near Olenivka and mine hazard signs near Kreminets and Verkhnotoretske. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement areas. Compared with the previous reporting period, between the evenings of 29 and 30 March, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. Compared with the previous 24 hours, between the evenings of 30 and 31 March, the Mission recorded more ceasefire violations in Donetsk and fewer in Luhansk regions. The SMM followed up on reports of an injured man in Verkhnotoretske. It observed fresh damage near and in residential areas in Dokuchaievsk and Hlybokyi. The Mission saw military presence inside the Petrivske disengagement area and recorded ceasefire violations in the Zolote disengagement area. The SMM observed weapons in violation of the withdrawal lines in government-controlled areas of Donetsk region. Restrictions of the SMM’s access continued in all three disengagement areas. In addition, the Mission was denied access at a checkpoint near Zaichenko.* The SMM observed a calm situation in several regions in Ukraine during the Presidential Elections.

At 01:18 on 27 October, while flying over an area near Kalynove (non-government-controlled, 72km east of Donetsk), an SMM long-range unmanned aerial vehicle (UAV) spotted a surface-to-air missile system (9K33 Osa) and a fuel truck east of Nyzhnokrynske (non-government-controlled, 66km east of Donetsk).
