The SMM observed a lower level of violence in Donetsk region and more ceasefire violations in Luhansk region compared with the previous day. The Mission continued to monitor the withdrawal of heavy weapons; it noted also armoured combat vehicles and other hardware in the security zone. Armed “DPR” members continue to keep the power supply to the SMM’s repeater in Donetsk city disconnected.* The Mission could neither locate nor recover any debris at the presumed crash site of an SMM unmanned aerial vehicle (UAV) in Korsun.

The SMM observed more ceasefire violations in Donetsk region both on 4 and 5 June as compared to 3 June, and observed a similarly high number of ceasefire violations in Luhansk region on the night of 3 June – compared to the previous night and fewer during the remainder of the reporting period – compared to 3 June. In particular, a sharp increase of violence was noted in the Avdiivka-Yasynuvata area and south-east of Svitlodarsk. On both sides of the contact line, the Mission conducted crater analysis and observed damages to civilian houses caused by shelling; on one occasion, the SMM observed a dead person. The SMM noted that a “DPR” checkpoint had been relocated closer to a Ukrainian Armed Forces checkpoint. The SMM continued to facilitate and monitor adherence to the ceasefire to enable repair works to essential infrastructure. The SMM observed more ceasefire violations in Donetsk region compared to each of the previous two days, and noted a high number of ceasefire violations, including 266 explosions, in Luhansk region compared to none on 4 and 5 June. The SMM conducted crater analysis in government-controlled Krymske and at the “LPR” checkpoint on the Stanytsia Luhanska bridge. It continued to facilitate and monitor adherence to the ceasefire to enable repair works to essential infrastructure in the Zolote-Pervomaisk area and in Veselohorivka. At approximately 12:40hrs on 26 July, an SMM patrol comprised of two vehicles was caught in mortar and automatic grenade launcher fire while trying to cross the contact line from the “Lugansk People’s Republic” (“LPR”)-controlled side of Shchastia (20km north of Luhansk) to the government-controlled side. This crossing had been agreed and co-ordinated beforehand with both the Ukrainian Armed Forces and the “LPR”.

The SMM observed more ceasefire violations in both Donetsk and Luhansk regions compared to the previous day. Several explosions occurred in the vicinity of the SMM near Stanytsia Luhanska bridge. The Mission continued to monitor the withdrawal of heavy weapons; it also noted armoured combat vehicles, an anti-aircraft gun and an unmanned aerial vehicle in the security zone. The SMM continued to monitor the humanitarian situation and observed a demonstration against discussions surrounding an armed OSCE presence in Donetsk. The SMM observed overall fewer ceasefire violations in Donetsk region both on 11 and 12 June as compared to 10 June, although the level of violence remained high, in particular in the Avdiivka-Yasynuvata area. The SMM recorded a sharp increase in the number of ceasefire violations in Svitlodarsk and Horlivka on the night of 10 June. In Luhansk region, the SMM observed a similar number of ceasefire violations on the night of 10 June – compared to the previous night and fewer during the remainder of the reporting period – compared to 10 June. On both sides of the contact line, the Mission conducted crater analysis and observed damages to civilian houses caused by shelling. The SMM noted a newly-constructed “LPR” position north of the Siverskyi Donets river at Stadnytsia Luhansk bridge and a newly-constructed Ukrainian Armed Forces checkpoint in Maiorsk. The SMM facilitated and monitored adherence to the ceasefire, and facilitated the transportation of a patient at the Stanytsia Luhanska bridge for medical care. In Donetsk region, the SMM observed fewer ceasefire violations during the night of 15 June, as compared to the previous night, while it recorded more ceasefire violations during the daytime of 16 June compared to the previous day. In particular, it noted a sharp increase in the number of ceasefire violations in the Avdiivka-Yasynuvata area, with more than 300 explosions. In Luhansk region, the SMM recorded a single case of ceasefire violations in Veselohorivka. The Mission conducted crater analysis and observed damage to residential houses caused by shelling, in Staromykhailivka, Dokuchaievsk, and Holmivskyi. In Donetsk region, the SMM observed more ceasefire violations compared to the previous day. In Luhansk region, the SMM recorded more explosions but less small-arms fire compared to the previous day. The Mission observed damage to houses in Dokuchaievsk and Novooleskandrivka, and continued to monitor the build-up of armed positions at Stanytsia Luhanska bridge. The SMM monitored the withdrawal of weapons and the presence of unexploded ordnance. It facilitated and monitored adherence to the ceasefire in Vesela Horivka and Shchastia and visited two border areas not controlled by the Government. The SMM observed demonstrations in Odessa and Ivano-Frankivsk. An SMM long-range unmanned aerial vehicle crashed near government-controlled Stepanivka. The Mission’s freedom of movement was denied on two occasions, in areas not controlled by the Government...

At approximately 02:25hrs on 9 August, the SMM observed that four OSCE armoured vehicles parked outside the residence of SMM monitors in Donetsk city were on fire. At 02:33hrs, the SMM heard four loud bursts, most probably as a result of tires of the armoured vehicles exploding. By 03:22hrs, the firefighters managed to extinguish the fire. The SMM noted that three of its vehicles were completely destroyed, one vehicle heavily damaged and three other vehicles partially damaged by the heat from the fire. SMM monitors were not injured and no damage to other OSCE vehicles was observed...

In Donetsk region, the SMM observed more ceasefire violations on 18 June compared to the previous day, but fewer on 19 June compared to each 17 and 18 June. In Luhansk region, the SMM recorded fewer ceasefire violations on each day compared to 17 June. The Mission assessed damage to houses in Kominternove, Sakhanka and Trudivskyi district of Donetsk city, and continued to monitor the build-up of armed positions at Stanytsia Luhanska bridge. The SMM monitored the withdrawal of weapons and the presence of unexploded ordnance. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora, Holubivske and Berezivske. The SMM visited three border areas not controlled by the Government*. The Mission’s freedom of movement was restricted on two occasions, in areas not controlled by the Government, and once by Ukrainian Armed Forces personnel.*

In Donetsk region, the SMM observed fewer ceasefire violations than on each of the previous two days. In Luhansk region, the SMM recorded more ceasefire violations than on each of the previous two days. The Mission observed the construction of additional fortifications at the Ukrainian Armed Forces position at Stanytsia Luhanska bridge and noted that the “LPR” continued to maintain its new position at the bridge just north of the river. It also observed significant movement of weapons in Luhansk region. It facilitated and monitored adherence to the ceasefire to enable repairs in Vesela Hora and the recovery of a body in Zaitseve. The Mission observed long queues at entry-exit checkpoints along the contact line and monitored a public gathering in Odessa. The SMM observed fewer ceasefire violations in both Donetsk and Luhansk regions compared to the previous day. In Donetsk region, the SMM recorded over 40 explosions during the night of 20 June, while it did not record any ceasefire violations during daytime. In Luhansk region, the Mission recorded ten explosions. The Mission conducted crater analysis and observed damage to residential houses caused by shelling in six locations on both sides of the contact line. The SMM observed more ceasefire violations in Donetsk region and fewer in Luhansk region compared to the previous day. In Donetsk region, the SMM recorded over 140 explosions during the night of 21 June and 15 during the day. The SMM was caught in mortar shelling in Vodiane. In Luhansk region, the Mission recorded one small-arms shot. The SMM continued to observe long queues at entry-exit checkpoints along the contact line and spoke to people who had spent the night in their vehicles between the respective last checkpoints. The SMM observed more ceasefire violations in Donetsk region compared to the previous day and no ceasefire violations in Luhansk region. It followed up on reports of shelling and observed significant movement of weapons in Luhansk region. The SMM continued to observe long queues at entry-exit checkpoints along the contact line. In Chernivtsi National University, the number of woman enrolling in the department of military training program has steadily been increasing, the SMM heard. In Donetsk region, the SMM observed fewer ceasefire violations, with nearly 90 explosions during the night of 23 June and four during the day. In Luhansk region, the Mission recorded some ceasefire violations compared with none during the previous day. It conducted crater analysis and observed damage to houses in Kirovskyi district and Kominternove. The SMM continued to observe long queues at entry-exit checkpoints along the contact line, with civilians suffering from high temperatures. It reached the border in an area not controlled by the Government on one occasion. In Kharkiv, the SMM monitored a public gathering related to the status of volunteer participants in the Anti-Terrorism Operation. The SMM’s freedom of movement was restricted on two occasions – once in a government-controlled area and once in an area outside government control...*

In Kominternove the SMM found the bodies of two young boys killed by power lines most probably downed by shelling. In Donetsk region the SMM observed more ceasefire violations on each 25 and 26 June compared to 24 June. In Luhansk region the SMM recorded no ceasefire violations on 25 June, and fewer on 26 June compared to 24 June. It conducted crater analysis in Makiivka. The SMM continued to observe long queues at entry-exit checkpoints along the contact line, where civilians complained about lack of basic facilities. The SMM monitored a public meeting in Lviv. The SMM’s freedom of movement was restricted on seven occasions both in government- and non-government-controlled areas...

The SMM observed more ceasefire violations in Donetsk region compared to 25 and 26 June respectively, particularly in the southern Donetsk region. In Luhansk region the SMM recorded no ceasefire violations. It conducted crater analysis in Horlivka, Troitske and Popasna. The Mission noted weapons in violation of withdrawal lines. The SMM observed significantly shorter queues at entry-exit checkpoints along the contact line at Marinka, Olenivka and Stanytsia Luhanska bridge, and facilitated repairs to essential infrastructure between Trokhizbenka and Pryshyb. In Donetsk region the SMM recorded fewer ceasefire violations compared to the previous reporting period, with most of the fighting recorded in Avdiivka and Svitlodarsk. In Luhansk region the SMM continued to note a calm situation with two single shots of small-arms fire recorded. It monitored adherence to the ceasefire to enable recovery of the bodies of “DPR” members in Sakhanka. The SMM conducted crater analysis in Donetsk, Dokuchaievsk and Rumiantseve. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared to the previous reporting period, including an escalation of armed violence in the wider area of Debaltseve. The SMM noted the use of rocket launchers in the areas of Avdiivka and multiple-launch rockets systems in Shyrokyne. In Donetsk region, late in the evening the SMM noted intense fighting violations that lasted well into the morning in the Svitlodarsk/Debaltseve area and involved multiple-launch rocket system, artillery, and mortars. During the day, in Donetsk region, the SMM recorded fewer ceasefire violations compared to the previous day. In Luhansk region, the SMM observed fewer ceasefire violations compared to the previous day. The SMM assessed damage to houses in Dokuchaievsk and Tavrycheske and conducted crater analysis in Popasna. It continued to observe the withdrawal of weapons and noted heavy weapons in violation of the withdrawal lines. In Donetsk region, the SMM recorded more ceasefire violations on 2 July compared to the previous day, followed by a decrease in recorded ceasefire violations on 3 July. In Luhansk region, the SMM observed fewer ceasefire violations over the weekend compared to the previous day. The SMM followed up on reports of shelling and conducted crater analysis on both sides of the contact line, in Myronivskyi and Dokuchaievsk. It continued to monitor the withdrawal of weapons and the situation at Stanytsia Luhanska bridge. The SMM facilitated repairs to a power plant and the transfer of the body of a deceased person near Shchastia. The Mission monitored a border area not controlled by the Government. The Mission confirmed reports of three children killed by a grenade explosion in Yenakiieve. On 31 August beginning at 09:00hrs, the SMM monitored protests in front of the national Parliament (Verkhovna Rada) building in Kyiv. Some 3,000 persons (male and female of all ages) carrying “Svoboda”, “Radical Party” and “Ukrop” flags were protesting against constitutional amendments that were being voted on inside the Parliament. The event was initially peaceful and orderly with no signs of unrest...

The SMM recorded a higher number of ceasefire violations in Donetsk region compared to the previous day, with violence focusing around Donetsk city, Yasynuvata and Svitlodarsk. In Luhansk region, the SMM recorded two ceasefire violations in one location. It followed up on reports of shelling in Novooleksandrivka, Kalynove and Stanytsia Luhanska. The SMM continued to monitor the withdrawal of weapons, observing weapons in violation of the withdrawal lines and the presence of armoured combat vehicles and anti-aircraft weapons in the security zone, including in residential areas. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential infrastructure in Pryshyb, Shchastia, and Krasnyi Lyman. It monitored also the situation of internally displaced persons in Odessa.

The SMM recorded a similarly high number of ceasefire violations in Donetsk region on 9 July compared to 8 July and fewer ceasefire violations on 10 July, respectively compared to 9 July, with violence focusing around Donetsk city and the Avdiivka/Yasynuvata area. In Luhansk region the SMM recorded more ceasefire violations on both 9 and 10 July, respectively compared to 8 July, noting a sharp increase of violence on the night of 9 July in Stanytsia Luhanska. In Luhansk region the SMM recorded fewer ceasefire violations compared to the previous day. It followed up on reports of shelling and conducted crater analysis in Heorhiivka, Marinka, Popasna and Novooleksandrivka. The Mission continued to observe withdrawal of heavy weapons, observing weapons in violation of the withdrawal line and the presence of armoured combat vehicles in the security zone. Most of the fighting was recorded in the areas around Donetsk city, Yasynuvata, Horlivka and Shyrokyne.
