Daily and spot reports from the Special Monitoring Mission to Ukraine

At around 19:15 on 18 December, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard five undetermined explosions 500-600m north-east, followed by three explosions assessed as outgoing rounds of undetermined weapons within 1.5km south-west. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately gathered near the base’s basement shelter and remained there the entire evening. At around 19:50, the SMM, via telephone, informed Ukrainian Armed Forces and Russian Federation Armed Forces officers of the Joint Centre for Control and Co-ordination (JCCC) of the shelling; the latter told the Mission to contact the armed formations directly...

The SMM recorded fewer ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region compared with the previous reporting period. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle near Zhovte. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske disengagement area and near the Zolote disengagement area, where an SMM camera recorded two explosions in close proximity. The Mission’s access remained restricted in all three disengagement areas and was also restricted near Izvaryne at the border with the Russian Federation as well as near Zaichenko, Shevchenko and Bezimenne. The SMM observed weapons in violation of withdrawal lines near Vasylivka, Starolaspa and Sosnivske. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure. The SMM recorded fewer ceasefire violations in Donetsk region, compared with the previous reporting period, and no ceasefire violations in Luhansk region. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske disengagement area and observed military presence inside the Zolote and Stanytsia Luhanska disengagement areas. The Mission’s access remained restricted in all three disengagement areas as well as near Zaichenko and Oleksandrivske. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed bullet holes in windows of residential buildings in Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it heard small-arms fire near the Stanytsia Luhanska disengagement area. The SMM’s access remained restricted in all three disengagement areas. The Mission observed weapons in violation of withdrawal lines near Lobacheve, Donetskyi and Bohdanivka. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 29 and 30 June, compared with the previous reporting period. Between the evenings of 30 June and 1 July – and following a recommitment to the ceasefire – the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous 24 hours. The SMM observed fresh damage caused by gunfire in a residential area of Yasynuvata. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it saw a fresh crater and again Ukrainian Armed Forces personnel inside the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas and was restricted also in Kozatske, near Izvaryne at the border with the Russian Federation and on three occasions in Zaichenko. Small arms were fired in the direction of an SMM mini-unmanned aerial vehicle near Sabivka. The SMM observed a fresh shelling impact in a residential area of Dokuchaievsk. It continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote disengagement area. On 13 December at 00:05, while at its forward patrol base on the northern edge of government-controlled Popasna (69km west of Luhansk), the SMM heard ten explosions assessed as outgoing artillery fire 200-500m west to west-north-west, and smelt propellant. SMM staff (consisting of five monitoring officers, a paramedic and a language assistant) at the forward patrol base immediately entered the base’s basement shelter. At 00:36, one of the monitoring officers left the shelter to assess the security situation and heard three explosions assessed as outgoing artillery fire and saw three muzzle flashes 200-500m west to west-north-west. A representative of the military-civil administration in Popasna then told the SMM by telephone about heavy shelling occurring near Popasna and recommended it to remain in the shelter. The Mission noted that shelling ceased at 01:20 and then resumed from 01:45 until 02:20. Between 00:05 and 02:20, the SMM, while in the shelter, heard approximately 60 undetermined explosions at an undetermined distance and direction...

The SMM followed up on a civilian casualty in a residential area of Pivdenne. The Mission observed fresh damage caused from gunfire in a residential area of Zolote-5 (Mykhailivka). The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded a ceasefire violation inside the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as in Molodizhne and Zaichenko. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance to the Petrivske pumping station near Artema and a water pipeline in Obozne...

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near and indications of new military presence in the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as at a border area outside government control in Luhansk region and in Markyne. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure on both sides of the contact line. In Zakarpattia and in Lviv, the SMM monitored gatherings related to a recent attack against members of the Roma community in the latter. In Kyiv, it observed a gathering celebrating the Day of the Crimean Tatar Flag.

The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations in the Petrivske and Zolote disengagement areas and also observed military personnel in the latter. The Mission’s access remained restricted in all three disengagement areas as well as in Komar and Zaichenko and at a heavy weapons holding area in a government-controlled area of Donetsk region. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line.
