Third inter-regional conference on the impact of emerging technologies: challenges and opportunities for the Security domain

The conference aims to explore the implications of emerging technologies in the security sector, focusing on both the risks posed by their misuse and the opportunities they offer to enhance resilience and co-operation. It will address issues such as generated by Artificial Intelligence (AI) and AI-driven information manipulation, threats to critical national infrastructure and the broader impact of technological innovation on peace and stability. The event is part of a series of inter-regional conferences on transnational threats and challenges, initiated and organized by the Republic of Korea in 2017 with the support of the OSCE Secretariat. The conference is organized in line with OSCE Ministerial Declaration No. 2/20, which encourages the Asian Partners to make use of existing OSCE mechanisms, including the Partnership Fund supporting Asian Partner-led initiatives across the politico-military, economic and environmental, and human dimensions of the OSCE’s comprehensive approach to security.
Participants from OSCE participating States, OSCE Asian and Mediterranean Partners for Co-operation, ASEAN Member States, selected representatives from international and regional organizations, as well as experts from the public sector, academia and the private sector will contribute to the discussions. The conference will be held in hybrid format, allowing for both in-person and online participation.

Session 1 will explore the growing impact of emerging technology-enabled threats on international and regional security. The session will examine current trends in the military use of technologies such as AI-integrated weapon systems, cyber-attacks, and unmanned aerial vehicles (UAVs), and their implications for regional stability in both the OSCE area and Asia. It will assess how such developments are reshaping the politico-military landscape and discuss ways to enhance co-operation strategies between OSCE participating States and Asian Partners to effectively address these evolving threats.
Session 2 will focus on building critical national infrastructure (CNI) resilience in response to emerging technological threats. It will assess new risks such as cyber-attacks on energy and transportation networks, and evaluate the broader economic and social consequences of CNI vulnerabilities, including disruptions to energy supply chains. The session will also explore effective strategies and practical approaches to prevent threats and mitigate disruptions, with a focus on enhancing preparedness and cross-border collaboration.
Panel Discussion will be on tackling information manipulation using AI and the disruption of economic systems and social cohesion, and address the implications of AI-generated and AI-driven disinformation on economic security, including the potential for financial market instability. It will also explore how disinformation undermines social trust and cohesion. The panel will highlight the vital roles played by the private sector and civil society in countering such threats and in safeguarding economic and human security, offering a platform for knowledge-sharing and inter-regional co-operation.
