Secretary General from June 1999 until June 2005, Ambassador Jan Kubis of Slovakia became the second recipient of the OSCE Medal for outstanding service to the Organization.
Under the 1992 Czechoslovak Chairmanship of the CSCE, Ambassador Kubis was Chairman of the Committee of Senior Officials (now the Senior Council). As Head of the Security and Arms Control Section of the Czechoslovak Foreign Ministry, he also participated in several key CSCE negotiation processes. From July 1994 to July 1998, he served as the Director of the CSCE/OSCE Conflict Prevention Centre.
