A decade of the OSCE gender action plan

Women continue to be under-represented in governance structures across the OSCE region, particularly in decision-making bodies. OSCE works to build capacity of women politicians and promote women’s political and public participation as seen at this debate tournament for university students co-organized by the OSCE Mission to Serbia.

Women play a pivotal role in conflict prevention, conflict resolution, and post-conflict reconstruction. Adding women in peace processes gives the prospects for peace greater legitimacy as it offers solutions for more people.

Gender equality cannot be achieved without engaging men and promoting positive role models for men and boys. Men have an important role to play in ending gender-based violence and speaking out against all kinds of inequality. This training exercise supported by the OSCE Project Co-ordinator in Ukraine seeks to raise awareness among law enforcement preventing and responding to domestic violence.

A security sector that is gender balanced and diverse can better meet the needs of the community it serves. The OSCE Centre in Yerevan is one of several OSCE missions working to enhance gender equality in the ranks.

The rights of both women and men are protected in a fair and non-discriminatory manner if gender-sensitive practices are employed by the security sector. The OSCE Mission to Moldova for example provides human rights guidance and expertise to monitors visiting detention facilities on both banks of the Dniestr/Nistru River.

Gender mainstreaming means assessing the different implications for women and men in all OSCE planned activities and policies. The OSCE actively encourages the participation of both genders in its projects such as this workshop on investigating money laundering, organized by the OSCE Mission to Serbia. By addressing the needs of, and building the capacity of both women and men, gender mainstreaming becomes a strategy for achieving gender equality.

The OSCE action plan on gender equality tasks the Organization with ensuring that all OSCE policies, programmes and activities are gender mainstreamed. This tour of eco-journalists to the Aral Sea organized by the OSCE Project Co-ordinator in Uzbekistan included equal participation of women and men media workers.
