The event builds further on information contained in the OSCE-UNECE Handbook of Best Practices at Border Crossings – A Trade and Transport Facilitation Perspective, the World Customs Organization’s Risk Management Compendium as well as in a number of other international standards and guidelines.
This joint workshop offers customs trainers from the OSCE participating States in Central Asia, South Caucasus and Eastern Europe an opportunity to further develop their skills and knowledge in the area of intelligence-based risk management in customs and introduces basic pedagogical strategies. A risk-based management approach helps to distinguish compliant and legitimate businesses from potentially non-compliant traders, based on selectivity and profiling. It empowers officials to ensure customs enforcement, security and trade facilitation at the same time.
