Support to field operations

A central role of the Conflict Prevention Centre is to undertake operational planning and provide support for the Organization’s field operations. Its Operations Service conducts analysis in fields related to the conflict cycle and maintains a 24/7 Situation/Communications Room.

Background

The Conflict Prevention Centre is mandated by Ministerial Council Decision 3/11 to strengthen the OSCE’s capabilities in all security aspects of the conflict cycle, from early warning and early action to dialogue facilitation, mediation support and post-conflict rehabilitation. Through its Operations Service, it provides operational support and analysis on conflict cycle issues to the OSCE Chair, including on peacebuilding and security sector governance and reform.

It also conducts and co-ordinates operational planning for the setup, restructuring and closure of field operations, and plans and deploys crisis response activities while maintaining a standing capability for rapid response. In addition, the Centre runs a 24/7 Situation/Communications Room that monitors events in the OSCE area using open source information and relays key information to decision-makers in real time. During crises, the Situation Room maintains a vital link in the security chain between the Secretariat and field operations, serving as emergency point of contact, including for medical evacuation and other developments affecting the safety and security of OSCE staff.
