OSCE labour migration management publications and tools

To support participating States with formulating labour migration policies and capacity building, the Office of the Co-ordinator of OSCE Economic and Environmental Activities together with partner organizations produced a number of key tools and instruments.

    Effective labour migration management is an integral part of good economic governance. The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) supports participating States in developing and strengthening comprehensive and effective migration policies as a key contributing factor to security, stability and growth.

  • Guide on Gender-Sensitive Labour Migration Policies
    This Guide aims at presenting good practices and providing tools on how to shape gender-sensitive labour migration processes. Through this Guide, the aim is to encourage states, particularly those in the OSCE area, to include gender-sensitive measures in their labour migration policies. It has been prepared in particular for use by policymak-ers and practitioners. In so doing, it is hoped that labour migration policies will be developed in a more gender-just way in accordance with OSCE participating States’ common commitments and values.

  • Gender and Labour Migration Trainer's Manual
    This guide was produced jointly by the Office of the Co-ordinator of OSCE Economic and Environmental Activities and the OSCE Office for Democratic Institutions and Human Rights and updated in 2012. It is primarily designed for training mid-level government officials, parliamentarians and representatives of social partners on how to gender-mainstream migration policy by looking at the legal protections in place for migrant workers at the national, regional and international levels; the latest policy developments related to the labour migration of women in countries of origin; admission and post-admission policies; measures to reduce irregular labour migration; and possibilities for international co-operation on labour migration.

  • Report: Strengthening Migration Governance
    This publication can serve as a valuable reference document for officials of governments and for concerned staff of stakeholder organizations throughout the OSCE regions to strengthen migration governance. It contains contextual background information, a review of OSCE commitments on international migration, and data on indicators measuring implementation of commitments, and it features numerous examples of concrete useful practices and specific measures.
