2020 Local Elections: Lessons Learnt and Recommendations

The purpose of the conference is to analyze and evaluate the implementation of the 2020 local elections, as well as to develop and to discuss short-term and long-term recommendations for further strengthening and improving the election process.
The conference will become a valuable platform for building a constructive dialogue between key stakeholders, since inter-institutional collaboration is a key approach to further improving the election process.
Major election stakeholders will participate in the event, specifically representatives of election commissions, the State Voter Register, the Parliament, civil society, election observers and experts, as well as mass media representatives.
In particular, the participants will discuss the following topics:
- Election commissions: formation procedure and functioning
- Application of electoral systems for local elections
- Nomination and registration of candidates on local elections, the role of political parties in local elections
- Elections during quarantine (COVID-19)
- Financing of local elections, campaign finance and election reporting
- Counting and tabulation
- Appeals against decisions, actions and inaction of election commissions, responsibility of election commissions and commission members
- Introduction of electronic means and technologies into the election cycle
